In order to ensure the implementation, the following detailed rules are formulated.

I. General principles

1. In the labor competition, each team operates in the form of "scoring", and its cumulative score is the main basis for each team to decide the ranking and reward.

2. On the premise of ensuring the output and quality index of REO (mainly the PH value of pulp and the REO content in primary slag), each team can optimize the ore input (original 1# and 2# are 16 kg/min, and 7 # and 8# kilns are 18kg/min) according to the working conditions on duty.

3. The concentrate is a mixture of high and low ores in the existing workshop 1: 1 (operated by a small forklift in the day shift and used at night shift), and the batch, tonnage, REO content, moisture, Fe2O3 and PO43- of the mixed ore are measured values.

4. The measurement of pulp shall be based on the measurement volume and REO content sent by roasting, water immersion and analysis room.

5. During the competition, the workshop should have full-time personnel to supervise, inspect, grade and guide the production process. And the rare earth concentrate, sulfuric acid, lump coal, iron powder and other materials used in each shift are strictly counted and recorded.

Second, the evaluation method

1) mixed wet concentrate (containing iron powder), sulfuric acid input and lump coal consumption (100 or more, accounting for 25% of the total score)

5, lump coal weighing measurement per shift. Lump coal consumption is assessed according to unit consumption index. Increase by 0.0 1t/m3 and decrease by 10.

5. Output calculation formula: actual ore input × production time per shift ×( 1- moisture percentage )× (1-iron powder mixing percentage )× actually used concentrate grade (mixed ore height 1: 1)×REO output. The output is calculated according to the REO quantity.

6, to achieve the calculated output, 40 points.

7. For the increased output due to the increase of ore input, 5 points will be added for each exceeding 100kg REO.

8. Deduct 65,438+000 points for less reo production on duty, deduct 20 points for less reo production of 200 kg, and so on, for less than 800 kg. The output item counts as 0.

3) Main quality indicators (*** 100, accounting for 20% of the total score)

According to the actual situation of the workshop, the roasting system mainly examines the REO content of pulp, the control of PH value and the REO content in primary slag.

1, pulp PH (out of 60):

2, pulp REO content control (including production process and succession) assessment (full score: 30):

1), the REO control range of daily production handover is 29.5 ~ 33.5 g/L, and 30 points are scored if it meets the requirements.

2) The number of samples delivered on duty (once per hour, 8 times per shift) and the number of samples delivered by slurry metering (once per tank: 1 1.8M3) shall prevail.

3) When the REO content of each sample is controlled within the range of 25.0 ~ 29.5g/L, every decrease of 65438 0g/L is reduced by 2 points, and 2g/L is reduced by 3 points, and so on until the item is 0.

4) When the REO content of each sample is controlled to be less than 25.0 g/L, the score shall be reduced by 10 at one time; When the REO content is lower than 25.0g/L, the score is 0.

5) When the REO content of each sample is greater than 33.5g/L, 2 points will be deducted for each exceeding 1g/L, 3 points will be deducted for each exceeding 2g/L, and so on until this item is 0 point.

6) The continuous REO content is controlled at < 29.5g/L, and the score is 0 (minus 30).

3. REO content control in primary slag (full score 10):

1), sampling and sampling shall be conducted by analysts once per shift.

2) The REO content in slag shall be controlled at ≤2.5%, with 5 points for each kiln and * * 10.

3) If the REO content in the slag is out of range, score 0.

6. Because of the variety and complexity of roasting raw materials (rare earth concentrate), the technical parameters of production process control are quite different, and the experimental demonstration work before concentrate use is missing or not timely, which leads to passive production.

7. The workshop production team leader has poor management and initiative. The idea of dependence still exists.

8. The environmental and equipment hygiene conditions in some major production sites are not ideal, with cigarette butts, sundries and dead ends. Site management and rectification work need to be strengthened.

9. In the economic and technical indicators of the workshop, from the perspective of cost composition, the raw material cost accounts for 355.02/465.30=76.3% in the high phosphate rock cost and 428.52/539.50=79.4% in the low ore cost. The REO yield of concentrate is the core, the most important and the most critical index in our workshop. In the future, all work must be carried out around the central task of "reducing the loss of REO and striving to increase the output of REO", which is of great responsibility, urgent and obligatory. I think in the future work, we must overcome or strive to achieve the following points:

1), production managers and operators at all levels must pay close attention to the influence of concentrate type change on production and explore the best production process conditions for mines with high phosphate rock, low grade ore, Sichuan mine and Shandong mine used in production.

2) Correcting the habitual operation of kiln tail operators in violation of process and technical operating rules through training, and on the other hand, maintaining the stability of these personnel through various means.

3) Strengthen the operation management of calciners in the roasting section 1#, 2#, 7# and 8# rotary kilns, improve the qualified rate of pulp PH value, reduce the REO content in the primary slag, and optimize and improve the roasting process quality.

4) Because the comprehensive quality of roasting operators is quite different, efforts should be made to solve the problems of unstable roasting temperature control, unstable roasting ore quality and unstable iron content in water leaching solution.

5), efforts should be made to solve the important outstanding problems that the current workshop concentrate inventory is large and the quantity and quality handover management is not rigorous, which causes certain difficulties to the workshop inventory and production measurement management.
