Weather in Ningcheng County
Not long ago, the reporter found in an interview in Ningcheng County that due to the lack of funds and cleaning, some villages were surrounded by garbage, and the road to rural revitalization urgently needed to solve the problem of garbage "blocking the road".
The garbage is not cleaned for a long time, which pollutes the river.
In front of Ni Shujuan, a villager in Fujiawopu Village, there is a garbage dump of more than 400 square meters. The main roads in the village are already full of dead pigs, cow dung, plastic bags and other garbage, which is shocking and disgusting. She said it used to be a pit. Seven or eight years ago, the garbage piled up more and more, and no one cleaned it up. When the road is occupied or inspected, villagers or villages find bulldozers pushing it in. On a hot day, the smell is bad and flies hit the face. Her 8-year-old grandson Yuan told reporters: "Staying at home for a long time will make me dizzy and nauseous, but I really want to go out to play."
The reporter visited nearly 20 villages and found that almost every village was surrounded by garbage. A lot of rubbish can be seen on the streets, ditches and ridges from time to time. This village is "filthy" and has no sense of beauty. Some villagers saw reporters taking the initiative to pour out their grievances.
Laoha River in the upper reaches of Xiliao River is the local mother river, but it has also become a garbage dump in some villages. At the entrance of Zi Ying Village, Ganggang, Tianyi Town, a big garbage dump looms, crows are flying around in it, and the muddy yellow old Ha River flows with garbage. A villager surnamed Hai rode an electric tricycle to take out the garbage. "Who cares about the pollution of this river?" He said that some garbage from Shiliba village, including the county seat, was dumped here, especially when there was a major inspection, and the garbage from other villages was secretly transferred.
The reporter interviewed some village cadres, and they unanimously reflected that the lack of money to clean up is the main reason for the garbage around the village. Wang Fengshan, the village branch secretary of Fujiawopu Village, said helplessly that there was no collective economy in the village, and the foreign debt owed more than 300,000 yuan. After being investigated, it still seriously affected people's lives before finding someone to clean it up. Last year, the village spent 45,000 yuan on garbage removal, but only paid 1 10,000 yuan. Ma, the branch secretary of Yishu Village, Daming Town, said that the garbage cleaning fee is the biggest expense in the village at present. I cleaned it once in the first half of last year, and the cost was 1.3 million, and nothing was given. "Garbage has become the biggest headache in the village."
Plastic films "fall from the sky" and fields "are either black or white"
In Ningcheng, the large fields before spring ploughing are basically covered with plastic films, and the broken white or black plastic films are either lying on the ground or hanging on the treetops. Some village cadres and the masses reported that Ningcheng County vigorously promoted plastic film mulching planting in recent years, which increased the output, but also left pollution. The wind blows everywhere, polluting the environment; Buried in the ground, it is difficult to degrade and the soil fertility decreases; Ignite and burn, pollute the air and even cause a fire.
In Ha 'ernao Village, Daming Town, where there are many dry lands, the pollution of plastic film is particularly serious. At the entrance of the village, a large number of black and white broken plastic films are wrapped around branches and shrubs, dancing wildly with the wind and making a whirring sound. Some fly to the sky with the wind, some float on the ground, and some pile up in the fields. Jiang Yushan, who manages grain, oil and agricultural materials, said with concern that in recent years, the use of plastic film has become more and more common, and many irrigated lands have also used plastic film. When you look on the ground, it is either black or white.
At the entrance of Hada Village in Daming Town,
I saw a rotary cultivator working in spring, chopping up plastic film and mixing it with straw stubble into the soil. "Cover the film every year, and you can't plant the land without spinning it into the ground." Peng Jinghui, a villager, said that his home 15 mu of land has been used for 8 years, and the broken plastic film in the soil has accumulated more and more, and it is more and more common that the broken plastic film wraps the seeds and causes the buds to fail. Next to his house, another farmer put plastic film and straw stubble together, and the smoke was filled and could be seen several kilometers away.
The reporter's investigation found that due to the low efficiency of farming and the high cost of cleaning plastic film, most farmers did not pay enough attention to the harm of plastic film and handled it improperly. Kang, a villager in Congjiawopu Village, Xizi Town, said that it doesn't cost money to clean up plastic films? In addition, whether to clean up and how to deal with it harmlessly after cleaning up are also related to farmers' education. How can we farmers have this knowledge?
Where should rural garbage go? Take multiple measures to remove obstacles.
The phenomenon of "garbage surrounding villages" in Ningcheng County is a microcosm of many rural areas in China. Some cadres and scholars suggest that governments at all levels should work together to establish a long-term mechanism for rural garbage collection and treatment, and effectively clear the garbage obstacles in implementing the rural revitalization strategy through the improvement of the living environment.
Han Chengfu, a researcher at the Institute of Economics of Inner Mongolia Academy of Social Sciences, believes that the transfer payment to village-level finance should be appropriately increased to ensure the construction and normal operation of rural public facilities. At the same time, governments at all levels should provide funds and policies to help rural areas develop collective economy and enhance the endogenous motivation of rural development.
Yin Xuefeng, an associate professor at the School of Environment and Resources of Inner Mongolia University, said that efforts should be made to promote degradable mulch films, develop recyclable mulch films and develop cost-effective mulch film recycling and cleaning machinery.
Ma and other cadres and masses suggested that the government should introduce relevant laws and regulations, allow village committees to charge villagers appropriate garbage cleaning fees, and organize cadres and masses to carry out rural environmental remediation activities. At the same time, taking students' classrooms and farmers' lecture halls as platforms and supporting reward and punishment measures, we will vigorously promote the project of improving farmers' civilized literacy.
