As the saying goes, "cutting the grass and eradicating the roots", Emperor Wu of the Han Dynasty and later Emperor Taizong of the Tang Dynasty both chose to open up the Liaohe River Basin and later the Hexi Corridor in order to completely solve the problem of nomads.
