Chapter 1 General Provisions Article 1 In order to prevent meteorological disasters, ensure the safety of people's lives and property, and promote economic and social development, in accordance with the Meteorological Law of the People's Republic of China and the Meteorological Regulations of the Tibet Autonomous Region 》 and other laws and regulations to formulate these Measures. Article 2 Those who engage in meteorological disaster monitoring, forecasting, early warning, disaster prevention and mitigation and other defense activities within the administrative area of ??the autonomous region shall abide by these Measures. Article 3 Meteorological disasters as mentioned in these Measures include weather and climate disasters directly caused by blizzards, heavy rains, strong winds, lightning, hail, sand dust, low temperatures, frost, ice (accumulation), etc., as well as geological disasters caused by them, Fires, plant diseases and insect pests, epidemics, environmental pollution and other meteorological-derived disasters. Article 4 Meteorological disaster prevention work shall adhere to the principles of giving priority to prevention, combining prevention and reduction, overall planning, and hierarchical responsibilities. Article 5 People’s governments at or above the county level shall strengthen leadership over meteorological disaster prevention work, organize and carry out publicity and popularization of laws, regulations and scientific and technological knowledge on meteorological disaster prevention, and support scientific research on meteorological disaster prevention. Funds belonging to local meteorological undertakings in meteorological disaster prevention activities shall be included in the fiscal budget of the people's government at the same level.
The meteorological authorities at or above the county level are responsible for the prevention of meteorological disasters within their respective administrative regions, and provide guidance and supervision on the monitoring, forecasting, and early warning of meteorological disasters.
Relevant departments in the autonomous region should carry out work related to meteorological disaster prevention according to the division of responsibilities. Chapter 2 Defense Planning and Facility Construction Article 6 The meteorological competent authority of the people's government at or above the prefecture (municipal) level shall work with other relevant departments to prepare a meteorological disaster prevention plan.
The meteorological disaster prevention plan shall include the following contents:
(1) The guiding ideology, principles and objectives of meteorological disaster prevention;
(2) The vulnerability of meteorological disasters Periods of occurrence and key defense areas;
(3) Main tasks and safeguard measures for meteorological disaster prevention;
(4) Construction and management of meteorological disaster defense facilities. Article 7 People's governments at or above the county level shall strengthen the infrastructure construction of meteorological disaster monitoring, early warning, investigation, assessment and emergency service systems, and establish meteorological disaster early warning signal broadcasting facilities in meteorological stations and densely populated areas. Airports, stations, tourist attractions, transportation hubs and key project locations can set up meteorological disaster early warning signal broadcasting facilities as needed.
No organization or individual may appropriate, damage or move the meteorological disaster prevention facilities specified in the preceding paragraph without authorization. Article 8 Administrative departments such as agriculture, animal husbandry, forestry, water conservancy, transportation, tourism, and sports shall establish a meteorological disaster early warning assessment system under the guidance of the competent meteorological agency, improve meteorological early warning systems for crops, transportation, tourism, mountaineering, etc., and reduce meteorological disaster losses.
The competent meteorological agency shall cooperate with administrative departments such as land and resources, health, and environmental protection to establish and improve meteorological early warning systems for the impact of meteorological environmental changes on geology, diseases, and the environment, so as to prepare for sudden geological disasters and public health events. Provide meteorological support services for emergency response such as environmental incidents and environmental incidents. Article 9: Urban planning, national key construction projects, major regional economic development, comprehensive development of agriculture, animal husbandry, tourism, Tibetan medicinal materials and other industries, ecological environment protection, and large-scale solar energy, wind energy, water energy and other resource development and utilization projects shall be reviewed in the early stage. , the autonomous region and prefecture (city) meteorological authorities should cooperate with relevant departments to conduct climate feasibility studies and assess meteorological disaster risks. Chapter 3 Monitoring and Forecasting Article 10 The meteorological authorities of the autonomous region shall organize relevant departments to jointly monitor major disastrous weather, and establish a cross-regional and cross-industry joint monitoring network based on the needs of preventing meteorological disasters.
Joint monitoring members include the following units:
(1) Meteorological stations affiliated to meteorological authorities at all levels;
(2) Meteorological stations affiliated to non-meteorological authorities Meteorological stations;
(3) Hydrology, water regime, and forest fire prevention observation (monitoring) stations;
(4) Agricultural (grassland) pest and disease monitoring stations;

Article 11 The autonomous regions and local (municipal) people's governments shall establish a meteorological disaster information sharing platform.Meetorological disaster joint monitoring member units should provide weather, climate disasters and meteorological-derived disaster information to the meteorological disaster information sharing platform in a timely manner to achieve maximum sharing of meteorological disaster information resources; matters involving state secrets , implemented in accordance with national confidentiality regulations. Article 12 Forecasts, warnings, and early warning signals of weather and climate disasters shall be uniformly released to the public by meteorological stations affiliated to the competent meteorological agencies in accordance with their responsibilities and regulatory requirements; forecasts and warnings of meteorological derivative disasters shall be issued by the competent meteorological departments in conjunction with relevant The departments jointly released it to the public.
Live weather and climate conditions should be uniformly released to the public by meteorological stations affiliated to the meteorological authorities in accordance with the needs of preventing meteorological disasters and public services and in accordance with their responsibilities and regulatory requirements.
No other organization or individual may release meteorological disaster forecasts, warnings, early warning signals, and weather and climate live conditions to the public.
Forecasts, warnings, early warning signals of meteorological disasters and the release of live weather and climate conditions should be in both Tibetan and Chinese languages.
Article 13 The competent meteorological agencies and their affiliated meteorological stations shall prepare disastrous, critical, and turning weather forecasts, warnings, and climate forecasts for drought, flood, and snow disaster trends, and promptly report to the local people's government, and at the same time notify the disaster prevention and reduction agencies. and other relevant departments.
Meteorological authorities and their affiliated meteorological stations should strengthen scientific and technological research on disastrous weather and climate, and improve the accuracy, timeliness and service level of disastrous weather and climate forecasts and warnings.
