Measures for the administration of civil aviation meteorological detection environment
the information and materials provided by meteorological observation are the basis of weather forecast and meteorological service. In order to obtain the detection data reflecting the real natural conditions of atmospheric changes, meteorological observation fields with meteorological instruments and equipment should be set up in places that can reflect the characteristics of meteorological elements within the airport. In order to ensure the normal operation of weather radar and other detection instruments and equipment, and make the measured data accurate and reliable, it is required that there should be no high-frequency electromagnetic radiation devices near the workplace that interfere with or affect the detection efficiency.
Because of the need to detect the weather around the runway and extension line, aviation meteorological detection instruments are generally installed in airports, and their detection environment is relatively poor, which is easily affected by obstacles and electromagnetism; At the same time, weather radar detection will also affect the normal operation of other airport equipment. Therefore, the site selection of meteorological observation sites and meteorological detection equipment is very important, which is not only related to the reliability of meteorological detection data, but also may affect the normal operation of equipment such as air traffic control radar.
on December 9, 1999, the general administration of civil aviation issued the relevant provisions on the location of weather radar stations in civil aviation airports (for trial implementation) (No.222 [1999] of civil aviation) to standardize the location of weather radars; On May 11th, 21, the Regulations on the Construction and Operation Management of Civil Aviation Meteorological Automatic Observation System (No.84 [21] of Civil Aviation) was issued to standardize the site selection of meteorological automatic observation system. The site selection of meteorological observation sites is regulated in the Code for Ground Meteorological Observation of Civil Aviation.
in order to standardize the administrative actions such as the selection, application, approval and protection of civil aviation meteorological observation environment, these measures are formulated on the basis of the above-mentioned normative documents and the opinions of meteorological administrative departments in civil aviation areas and some civil airports. in accordance with the principles stipulated in the aforementioned normative documents, this method includes meteorological detection equipment such as wpr, acoustic radar, laser radar, lightning locator, meteorological satellite ground receiving station, and world area forecast system receiving station, which have emerged in recent years, into the category of meteorological detection facilities that need to be protected.
2. Requirements for weather radar detection environment.
considering the influence on weather radar detection and the actual situation in the airport area, this method has revised the stipulation that "the shielding angle of shielding objects in the main detection direction of radar to antenna pitch should not be greater than .5, and the pitching shielding angle in other directions should not be greater than 1". In this method, the shielding angle of the shelter in the main detection direction of radar to the antenna pitch is changed to not more than 1, and the pitching shielding angle in other directions is changed to not more than 2.
3. Environmental protection for meteorological observation.
considering the importance of environmental protection for meteorological observation, according to the relevant provisions of the Meteorological Law of the People's Republic of China and referring to the Measures for the Protection of Meteorological Observation Environment and Facilities of China Meteorological Bureau (Order No.7 of China Meteorological Bureau), this method has formulated a special chapter, emphasizing the protection of meteorological observation environment, and formulated corresponding punishment provisions. these measures are administrative regulations, and their effectiveness is higher than other normative documents. In case the relevant contents in the Regulations on the Construction and Operation Management of Civil Aviation Meteorological Automatic Observation System issued on May 11, 21 (No.84 [21] of Civil Aviation) and the Civil Aviation Ground Meteorological Observation Specification issued in September 1996 are inconsistent with these measures, these measures shall prevail.

(2) setting up high-frequency electromagnetic radiation devices that affect the working efficiency of meteorological observation facilities within the protection scope of meteorological observation environment;
(3) engaging in other acts that affect meteorological observation within the scope of environmental protection for meteorological observation.
the criteria for defining the scope of environmental protection for meteorological observation shall be stipulated by the competent meteorological department of the State Council. People's governments at all levels shall delimit the scope of protection of meteorological observation environment in accordance with legal standards and incorporate it into urban planning or village and market town planning.
Article 21 New construction, expansion and reconstruction projects shall avoid endangering the meteorological observation environment; If it is really unavoidable, the construction unit shall obtain the consent of the competent meteorological department of the State Council in advance, and the consent of the competent meteorological departments of provinces, autonomous regions and municipalities directly under the Central Government in advance, and take corresponding measures before construction.
