Legal analysis: outdoor hot work is prohibited in category 5 wind. Lightning protection facilities should be set up in advance for high-rise building operations. In case of bad weather such as strong winds and dense fog below level 6, it is not allowed to climb high in the open air or hang aloft. After snowstorm and typhoon rainstorm, the safety facilities for working at heights should be checked one by one. If it is found to be loose, deformed, damaged or falling off, it should be repaired immediately. When the outdoor wind power of the wind farm substation is above 10 meter per second, it is forbidden to patrol the equipment. In windy weather (when the wind speed is 10 meter per second), it is forbidden to climb the tower and stop all maintenance work of the fan.

Legal basis: Article 21 of the Fire Prevention Law of People's Republic of China (PRC) prohibits smoking and using naked flames in places with fire and explosion hazards. If it is necessary to carry out open flame operation due to special circumstances such as construction, it shall go through the examination and approval procedures in advance in accordance with the regulations and take corresponding fire safety measures; Operators shall abide by fire safety regulations. Personnel engaged in electric welding, gas welding and other operations with fire hazards and operators of automatic fire control systems must hold relevant certificates and abide by fire safety operation procedures.
