Measures of Liaoyuan Municipality on the Administration of Weather Modification

Article 1 These Measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), Regulations on the Administration of Weather Modification and Measures of Jilin Province on the Administration of Weather Modification. In order to strengthen the management of weather modification, scientifically develop and utilize cloud and water resources in the air, and prevent and mitigate meteorological disasters. Article 2 These Measures shall apply to weather modification and its management activities within the administrative area of this Municipality. Article 3 The term "weather modification" as mentioned in these Measures refers to the activities of preventing or alleviating meteorological disasters, scientifically developing and utilizing airborne cloud water resources, and artificially influencing local atmospheric physical and chemical processes through scientific and technological means under appropriate conditions to achieve the purposes of increasing rain and snow, hail suppression, rain elimination, fog elimination and frost prevention. Article 4 The municipal and county people's governments shall strengthen the leadership, organization and coordination of weather modification work, and incorporate the development of weather modification work into the national economic and social development plan. Article 5 There shall be a plan for the implementation of weather modification. The weather modification work plan shall be formulated by the competent meteorological departments of the city and county in consultation with the relevant departments at the same level, and shall be implemented after being approved by the people's government at the same level. Article 6 The competent meteorological departments of cities and counties, under the leadership of the people's governments at the corresponding levels, shall be responsible for organizing, implementing and guiding the weather modification work within their respective administrative areas.

Development and reform, public security, civil affairs, finance, environmental protection, urban planning and management, transportation, water conservancy, safety supervision, communications and other relevant departments shall, in accordance with the division of responsibilities, cooperate with the competent meteorological departments to do a good job in weather modification. Seventh weather modification work is carried out in accordance with the weather modification work plan approved by the municipal and county people's governments, which belongs to public welfare undertakings. The required funds are included in the fiscal budget at the same level.

Weather modification funds should be earmarked for infrastructure construction, technology development, personnel funds, consumables purchase, operation command and operation support. Eighth city and county competent meteorological departments shall, under the organization of the people's government at the same level, formulate emergency plans for weather modification work in conjunction with relevant departments and units.

When there is an emergency in weather modification operations, the local people's government shall promptly organize rescue and disposal, and report to the people's government at the next higher level and the competent meteorological department. Article 9 The municipal and county people's governments shall encourage and support scientific and technological research on weather modification and popularize advanced technologies. Tenth units engaged in weather modification operations shall meet the following conditions:

(1) Having the qualification of a legal person;

(two) there are operators who have passed the training and examination and reached the number specified by the competent meteorological department of the State Council;

(3) Having a command center, business technology system and rules and regulations to ensure the safe and effective implementation of weather modification operations;

(4) Having operation equipment, operation platform, operation channel, operation equipment warehouse, ammunition turnover warehouse, duty room, safety monitoring and alarm facilities, power communication facilities and lightning protection facilities necessary for weather modification operations. Article 11 To carry out weather modification operations, an application shall be submitted to the flight control department in accordance with the following provisions, and the implementation shall be organized in accordance with the approved airspace and time limit.

(a) the use of anti-aircraft guns, rockets and other operating devices to carry out weather modification operations, to the city and county meteorological authorities to apply;

(2) Where it is necessary to carry out weather modification operations across counties, an application shall be made by the municipal competent meteorological department;

(three) the need to use aircraft to carry out weather modification operations, by the Municipal People's government to coordinate the provincial meteorological authorities to apply. Twelfth personnel engaged in weather modification operations, enjoy the aircrew treatment prescribed by the state; Field workers enjoy the treatment of field work stipulated by the state.

Organizations engaged in weather modification operations shall handle personal accident insurance for those who carry out weather modification operations. Thirteenth any organization or individual shall not occupy or damage the equipment and facilities for weather modification operations, and shall not interfere with the communication channels for weather modification operations. Article 14 When weather modification operations are carried out, meteorological offices and stations in workplaces shall provide timely and free meteorological monitoring, analysis, information, forecasting and other information; Civil affairs, agriculture, water conservancy, forestry and other relevant departments shall provide disaster, hydrology, fire and other information in a timely and free manner. Fifteenth the implementation of weather modification operations, should be carried out in accordance with the operational norms and operating procedures stipulated by the competent meteorological department of the State Council, to ensure the safety of operations. Sixteenth organizations that carry out weather modification operations shall record operation information and establish operation files. Article 17 Where anti-aircraft guns, artillery shells, rocket launchers, rockets, flame launchers, flame bombs and other equipment belonging to weapons and explosives are purchased in weather modification operations, the competent meteorological department at the place where the operation is located shall apply and, with the consent of the people's government at the corresponding level, submit it to the provincial competent meteorological department for unified procurement in accordance with the relevant provisions of the state.

It is forbidden to purchase and transfer the equipment specified in the preceding paragraph of this article from non-weather modification operation organizations without authorization, and it shall not be used for activities unrelated to weather modification. The transportation and storage of equipment shall comply with the state regulations on the management of weapons and explosives.
