Which is dry, Harbin or Xi?

Comparatively speaking, Harbin is drier. People who often stay in Xi 'an may not feel it. My classmate is from Harbin, and she has personal experience. She once told me that when she first came to Xi 'an, she felt that the air was wetter than theirs. In winter, Harbin is dry and cold, and Xi is wet and cold. After staying in Xi for a long time, my skin has become much better than before.
