Hailing District was called Haiyang in the Zhou Dynasty. Hailing County was established in the sixth year of Yuanshou (117 BC) in the Western Han Dynasty and was subordinate to Linhuai County. In the seventh year of Yixi in the Eastern Jin Dynasty (411), Hailing County was established, which led to the five counties of Jianling, Ninghai, Rugao, Linjiang, and Putao, and was subordinate to Nanyanzhou. Liang, Hailing County was changed from Guangling County to Hailing County. In the first year of Taiyu (472), Emperor Ming of the Liu Song Dynasty added Linze County under its jurisdiction and took over six counties. In the third year of Emperor Kaihuang's reign in the Sui Dynasty (583), Hailing was abolished as a county. Jianling County was merged into Hailing County. In the third year of Wude in the Tang Dynasty, it was called Wuling. In the first year of the Yuan Dynasty of the Southern Tang Dynasty (937), Hailing County was promoted to Taizhou. From this, the name of Taizhou began. It governed Hailing, Xinghua, Rugao, Yancheng and other counties, and belonged to Dongdu Prefecture. In the early Song Dynasty, Taizhou was a military state. After the establishment of the Republic of China, prefectures were abolished and Taizhou was renamed Tai County.

On January 21, 1949, Taizhou was liberated. On the 22nd, the Taizhou Municipal People's Government was established. It belongs to the first administrative district of the Jiangsu-Anhui Border Region. On May 1, the first administrative district of the Jiangsu-Anhui Border Region was called the Taizhou Prefecture of Northern Jiangsu. On January 18, 1950, the Taizhou Prefecture and the Yangzhou Prefecture were merged into the Taizhou Prefecture, which was stationed in Taizhou City and administered Taizhou and Yangzhou cities as well as Taixian, Taixing, Jingjiang, Jiangdu, Xinghua, Gaoyou, Baoying, Yizheng, and 9 counties in Liuhe. . In August 1950, Yangzhou City was directly under the jurisdiction of the Northern Jiangsu Administrative Office, and Taizhou Prefecture administered 1 city and 9 counties. On February 8, 1953, Taizhou Prefecture was renamed Yangzhou Prefecture. On November 21, 1954, Taizhou City was changed to a provincial municipality. Taizhou City and Taixian County were merged twice. From May 8 to October 7, 1950, Taizhou City and Tai County were merged into Tai County. From January 9, 1959 to May 24, 1962, Taizhou and Tai County were merged into Taizhou County. The county governments are all located in Taizhou.

In January 1983, Jiangsu Province implemented a city-governed county system, and Taizhou City belonged to Yangzhou City. On July 19, 1996, the State Council approved the establishment of prefecture-level Taizhou City, and the original county-level Taizhou City was changed to Hailing District.
