(1) Rainfall conditions. The cumulative rainfall of Nanzheng Beiba, Guang Jia, Xixiang Luojiaba and Zhenba Qingshui, Xiangjiaping, Dachi and Jianchi exceeds 300mm. Rainfall is mainly concentrated in most areas of Zhenba and parts of Nanzheng and Xixiang, especially on September 9-10. Since the flood season, our city has suffered five heavy rains and floods, namely "5.9", "7.8", "8.6", "8.29" and "9.6". Seventy-nine thousand people in six counties and districts of the city were affected to varying degrees, crops were flooded, houses collapsed, and infrastructure such as water conservancy and transportation were seriously damaged, which brought huge losses to people's property safety and caused direct economic losses in the city.
Second, flood control and disaster relief work
In the flood control and flood fighting work, the municipal party committee and the municipal government attach great importance to it, respond quickly, deal with it decisively, command scientifically, take effective measures, organize the broad masses of cadres and people to fight floods and provide disaster relief forcefully and orderly, and strive to minimize disaster losses.
First, leaders attach importance to it and respond quickly. After receiving the meteorological rainfall forecast and the provincial flood control and rainfall resistance arrangements, the municipal party Committee and the municipal government attached great importance to it. Since September 5, the municipal meteorological department has made daily rolling forecasts and issued rainstorm warnings in a timely manner; Hydrological departments intensively measure and report river flow, timely forecast river inflow according to upstream rainfall and water regime, observe river water regime flow, and provide decision-making basis for grassroots evacuation and transfer personnel. At the same time, we will intensify inspections of dangerous areas such as reservoirs, hydropower stations, tailings dams, geological disasters of mountain torrents, landslides, school buildings, and low-lying and waterlogged areas in cities and towns.

The transportation, electric power and telecommunications departments sent emergency technicians to the affected counties to repair roads, communications and power supply facilities urgently. Zhenba, Nanzheng and Xixiang promptly launched the county-wide or town-village flood prevention emergency plan to transfer the threatened people to safety. Zhenba evacuated 497 people from 9 towns, and Nanzheng evacuated 450 people from Fucheng and Beiba towns. On September 1 1 day 19, the office of the Municipal Disaster Reduction Committee launched a four-level emergency response to natural disaster relief. According to the forecast of the meteorological department, this rainfall will last until 15, during which there will still be local heavy rain. This rainfall is the longest duration, the widest range, the largest local intensity and the relatively heavy disaster in the flood season of our city this year. Due to less rainfall in the early stage and more floods in autumn, the situation of secondary disasters such as mudslides, collapses and landslides caused by autumn flood is grim. In the next step, according to the requirements of the provincial government and the provincial defense headquarters, we will be on high alert, further implement the responsibility of flood control, pay close attention to the implementation of measures, and do our best to do a good job in flood control and disaster relief. Focus on the following tasks:
(1) Strengthen flood control duty and keep information flowing. The governments of cities, counties (districts) and towns (street offices) and the departments responsible for flood control immediately turned into actual combat and canceled their vacations. Properly solve the resettlement and life assistance work of the affected people, accurately grasp the basic situation of the affected people, such as lack of clothes, quilts and food, timely arrange the allocation of relief funds and materials, ensure the "four links"-access, electricity, communication and water supply, ensure the "four necessities" of the affected people-food, clothing, temporary shelter and clean water to ensure social stability and people's peace of mind in the affected areas.

Further consolidate the work system of the chief executive responsibility system, unified disaster reporting system, and leadership contact with key areas.
