Regulations of Jilin Municipality on Meteorological Disaster Prevention (202 1)

Chapter I General Provisions Article 1 In order to prevent meteorological disasters, safeguard people's lives and property, protect the ecological environment and promote economic and social development, these Regulations are formulated in accordance with the Meteorological Law of People's Republic of China (PRC) and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 Whoever engages in meteorological disaster prevention activities within the administrative area of this Municipality shall abide by these Regulations. Article 3 The people's governments of cities and counties (cities) shall strengthen their leadership over the prevention of meteorological disasters, incorporate the prevention of meteorological disasters into the national economic and social development plan, and include the required special funds in the fiscal budget at the corresponding level. Article 4 The competent meteorological departments of cities and counties (cities) shall be responsible for monitoring, forecasting, early warning, climate feasibility demonstration, lightning protection and weather modification management within their respective administrative areas.

City, county (city) District People's government and Jilin High-tech Industrial Development Zone Management Committee, Jilin Economic and Technological Development Zone Management Committee (hereinafter referred to as the Development Zone Management Committee) of the relevant departments shall, in accordance with the division of responsibilities, do a good job in meteorological disaster prevention. Article 5 Township (town) people's governments, neighborhood offices and villagers' (community residents') committees shall appoint meteorological disaster prevention assistants and information officers, who shall be responsible for the management of meteorological disaster prevention facilities, the collection and reporting of meteorological disasters, the dissemination of meteorological disaster early warning information, and the popularization of meteorological science.

County (city) District People's Government and Development Zone Administrative Committee shall regularly organize the training of meteorological disaster prevention assistants and information officers, equip them with necessary equipment and provide financial guarantee. Chapter II Defense Planning and Facilities Construction Article 6 The municipal and county (city) people's governments shall organize relevant departments to make use of the information of the city's geographic system, and combine the characteristics of local meteorological disasters, risk assessment results and economic and social development trends to formulate meteorological disaster prevention system planning and emergency plans, and make timely revisions according to the changes of meteorological disasters.

Meteorological disaster prevention system planning should include meteorological disaster prone areas, trend analysis and prediction, defense standards, defense items and measures, layout of monitoring stations (points), construction of defense facilities and responsibilities of relevant departments, emergency measures, etc.

Meteorological disaster emergency plan shall include meteorological disaster command system and its responsibilities, prevention and early warning mechanism, emergency treatment and safeguard measures, and post-disaster recovery and reconstruction measures.

City, county (city) people's government shall, according to the meteorological disaster prediction and early warning information provided by the meteorological offices (stations) under the competent meteorological departments, as well as the severity, urgency and disaster changes of meteorological disasters, make a timely decision to start the corresponding level of emergency plan. After the meteorological disaster emergency plan is launched, the relevant units and departments shall, in accordance with the prescribed division of responsibilities, do a good job in the emergency disposal of meteorological disasters and affected areas. Article 7 The competent meteorological departments of cities and counties (cities) shall, according to the meteorological disaster prevention plan, formulate plans for the construction of meteorological disaster monitoring, meteorological disaster information analysis and processing, meteorological disaster forecast release, weather modification command and operation, lightning disaster prevention and other systems and early warning facilities, and implement them after being approved in accordance with relevant regulations. Article 8 The municipal competent meteorological department shall, according to the construction plan of meteorological disaster prevention system, jointly with the relevant municipal departments and the county (city) District People's government, prepare the construction plan of important facilities and equipment for meteorological disaster prevention in the whole city, and implement it after being approved in accordance with relevant regulations. Ninth city, county (city) meteorological authorities in accordance with the meteorological disaster prevention equipment planning and construction of meteorological disaster monitoring and early warning, meteorological radar, meteorological satellite integrated application, automatic meteorological detection system and lightning location, meteorological information transmission network and other meteorological disaster information monitoring facilities. Tenth meteorological disaster prevention system construction planning and meteorological disaster prevention important facilities and equipment construction planning adjustment, modification, must be submitted to the original approval authority for approval. Chapter III Monitoring, Early Warning and Forecasting Article 11 The municipal competent meteorological department shall organize the joint monitoring of disastrous weather and meteorological disasters, and establish a cross-regional and cross-departmental joint monitoring network for meteorological disasters according to the needs of preventing meteorological disasters.

The member units of the joint monitoring network are proposed by the municipal competent meteorological department and reported to the Municipal People's government for approval.

The member units of the joint monitoring network shall timely and accurately provide meteorological, hydrological, rain and disaster information required for meteorological disaster monitoring and forecasting to the municipal competent meteorological department. Twelfth city and county (city) people's government shall establish a meteorological disaster emergency linkage mechanism, led by the meteorological department, and work together.

Meteorological, emergency, water conservancy, planning and natural resources, agriculture and rural areas, forestry and other departments shall, according to the occurrence of meteorological disasters, strengthen the joint monitoring of derivative and secondary disasters caused by meteorological factors, and do a good job in various emergency treatments according to the corresponding emergency plans. Thirteenth meteorological stations (stations) at all levels shall immediately report to the competent meteorological departments at the corresponding level when they monitor the possibility or occurrence of disastrous weather and meteorological disasters.

The competent meteorological department shall, after summarizing and analyzing the meteorological disaster information submitted by the meteorological station (station), report to the people's government at the corresponding level and the competent meteorological department at a higher level in a timely manner. Information on sudden major meteorological disasters that have not been fully verified shall be reported while being verified, and shall not be delayed or concealed. Fourteenth severe weather warning and forecast by the city and county (city) meteorological stations (stations) according to the division of responsibilities of the competent meteorological departments unified release; Meteorological offices (stations) subordinate to the competent meteorological departments shall, jointly with relevant departments, release the forecast of meteorological derived disasters to the public; No other organization or individual may announce it to the public in any form. Unless otherwise stipulated by the state, such provisions shall prevail.

Stations, docks, tourist attractions and other crowded places must set up unified disaster weather warning facilities, and release disaster weather warning information to the public when releasing lightning, strong winds, heavy rains and other disaster weather warning information.

Radio, television, Internet and other news media and telecom operators shall release early warning information of major meteorological disasters to the public in a timely and free manner.
