The "shadow" administrative organ at the central level is the weather modification center established by the National Meteorological Administration in 2007. It is not an institution that governs local shadow offices at all levels, but undertakes the national shadow construction.

For example, the weather modification office of Guangxi Zhuang Autonomous Region is a public institution fully funded by the autonomous region and local governments, and entrusted to the management of the meteorological bureau of the autonomous region.

There are also some "shadow offices" belonging to other relevant departments. For example, the Beijing Weather Modification Office is a public institution directly under the Beijing Rural Work Committee, but its daily work is managed by the Meteorological Bureau.
