Regulations of Tianjin Municipality on Prevention of Meteorological Disasters
Meteorological disasters as mentioned in these Regulations refer to disasters such as typhoon, rainstorm (snow), cold wave, gale (sandstorm), low temperature, high temperature, drought, lightning, hail, frost, fog and haze.
The provisions of relevant laws and regulations shall apply to the prevention of derivative and secondary disasters caused by meteorological factors such as floods and droughts, geological disasters, marine disasters and forest fires. Article 3 Meteorological disaster prevention shall follow the principles of people-oriented, scientific defense, overall planning, government-led, graded responsibility, departmental linkage and social participation. Article 4 The municipal, district and county people's governments shall strengthen the organization and leadership of meteorological disaster prevention, establish and improve the coordination mechanism of meteorological disaster prevention, improve the infrastructure construction of meteorological disaster prevention, incorporate meteorological disaster prevention into the national economic and social development plans and plans at the corresponding level, and incorporate the required funds into the fiscal budget at the corresponding level. Article 5 The competent meteorological departments of cities, districts and counties shall be responsible for monitoring, forecasting, early warning, risk assessment and weather modification of meteorological disasters within their respective administrative areas.
Agriculture, construction, planning, water affairs, land and housing management, ocean, finance and other relevant departments shall, in accordance with the division of responsibilities, cooperate with the competent meteorological departments to do a good job in meteorological disaster prevention. Article 6 The municipal, district and county people's governments shall encourage scientific and technological research on meteorological disaster prevention, support the popularization and application of advanced technologies for meteorological disaster prevention, strengthen cooperation and exchanges at home and abroad, and improve the scientific and technological level of meteorological disaster prevention. Article 7 People's governments at all levels and their relevant departments shall publicize and popularize meteorological disaster prevention knowledge in various forms to improve the public's awareness and ability of disaster prevention and mitigation.
Schools should incorporate meteorological disaster prevention knowledge into relevant courses and extracurricular education content, and cultivate and improve students' awareness of meteorological disaster prevention and their ability of self-help and mutual assistance. Article 8 Organizations and individuals who have made outstanding contributions to the prevention of meteorological disasters shall be commended and rewarded in accordance with the relevant provisions of the state. Chapter II Prevention Article 9 The municipal, district and county people's governments shall organize competent meteorological departments and relevant departments to carry out general survey of meteorological disasters, establish a database of meteorological disasters, conduct risk assessment according to the types of meteorological disasters, delimit meteorological disaster risk areas according to the occurrence laws, characteristics, distribution and risk assessment results of meteorological disasters, and formulate meteorological disaster prevention plans. Article 10 The municipal, district and county people's governments and their relevant departments shall, according to the meteorological disaster prevention plan, combine the characteristics of local meteorological disasters and the possible harm, organize the formulation of meteorological disaster emergency plans in their respective administrative areas, report them to the people's government at the next higher level and relevant departments for the record, and announce them to the public. Article 11 The municipal, district and county people's governments and their relevant departments shall organize and carry out windproof work, and strengthen the construction of seawalls, dikes, safe havens, shelterbelts, windproof anchorages and emergency shelters. , and regularly organize the supervision and inspection of buildings, billboards, buildings under construction (structures) wind reinforcement work. Article 12 The municipal, district and county people's governments, relevant departments and units shall, according to the characteristics of freezing rain and snow, organize regular inspections of various drainage facilities, promptly dredge river courses and drainage pipe networks, strengthen inspections of power and communication lines, and make good preparations for drainage, snow removal (ice) and traffic diversion. Article 13 The municipal, district and county people's governments and relevant departments and units shall strengthen the construction of fog and haze monitoring facilities in airports, ports, highways, waterways, fishing grounds and other important places and traffic arteries, and make good preparations for traffic guidance, dispatching and security according to the occurrence of fog and haze. Article 14 The municipal, district and county people's governments shall strengthen their leadership over weather modification. According to the occurrence of drought disasters, organize artificial precipitation (snow) enhancement operations to reduce the impact of drought; In areas prone to hail, it is necessary to do a good job of artificial hail suppression.
The implementation of artificial precipitation (snow), hail suppression and other weather modification operations shall strictly implement the operational norms and procedures stipulated by the competent meteorological department of the State Council.
The competent meteorological departments of cities, districts and counties shall, under the leadership and coordination of the people's governments at the corresponding levels, implement classified management and guidance on weather modification. Fifteenth all kinds of buildings (structures), places and facilities to install lightning protection devices shall comply with the provisions of the relevant national lightning protection standards.
Lightning protection devices for newly built, rebuilt and expanded buildings (structures) shall be designed, constructed and put into use at the same time as the main project.
The owner or user of lightning protection device shall do a good job in daily maintenance, and entrust a unit with lightning protection device testing qualification to conduct regular testing according to law. Article 16 The relevant departments of the municipal, district and county people's governments shall, when making urban and rural plans, make overall consideration of climate feasibility and meteorological disaster risks to avoid and mitigate the impact of meteorological disasters.
The relevant departments of the municipal, district and county people's governments shall take climate feasibility demonstration and meteorological disaster risk assessment as the content of project feasibility study in the demonstration of major national and municipal construction projects, major regional economic development projects and large-scale solar energy, wind energy and other climatic resources development and utilization projects.
