Legal analysis: in extreme weather, especially in the case of affecting life and health, workers can refuse to go to work. Workers who refuse to go to work cannot be regarded as absenteeism.

Legal basis: Paragraph 2 of Article 38 of People's Republic of China (PRC) Labor Contract Law. If the employer forces the laborer to work by means of violence, threat or illegal restriction of personal freedom, or if the employer illegally directs or forces the risky operation to endanger the personal safety of the laborer, the laborer may immediately terminate the labor contract without notifying the employer in advance. Therefore, if the employer still forces the workers to work in extreme weather, the workers can terminate the labor contract and demand economic compensation.
