Brief introduction of Wuhan Meteorological Bureau

Guided by Scientific Outlook on Development, the meteorological departments of the whole city closely focus on the construction needs of ecological Wuhan, harmonious Wuhan and happy Wuhan, highlight the public meteorological service guarantee of big cities, adhere to the development concept of "public meteorology, safety meteorology and resource meteorology" and the service concept of "people-oriented, refined and ubiquitous", adhere to the government's leadership, strengthen departmental linkage and expand public participation. Correctly performing meteorological social management functions, comprehensively promoting the construction of modern meteorological business system and meteorological disaster prevention and mitigation system, and constantly improving the "four abilities" (meteorological forecasting ability, meteorological disaster prevention and mitigation ability, coping with climate change ability, and developing and utilizing climate resources ability), promoted the sound and rapid development of meteorological undertakings. Wuhan Meteorological Bureau implements the dual leadership of the superior meteorological authorities and the people's government at the same level, and the management system is dominated by the superior meteorological authorities. Under the leadership of the competent meteorological department at a higher level and the people's government at the same level, according to the authorization, undertake the government management functions of meteorological work within their respective administrative areas, and perform the duties entrusted by the Meteorological Law of People's Republic of China (PRC) and the Measures for the Implementation of the Meteorological Law of Hubei Province according to law. Institutional specifications for the municipal bureau level (deputy department level), its main responsibilities are:

1. Formulate local meteorological development plans and be responsible for the guidance, supervision and industry management of meteorological activities within their respective administrative areas.

2. Organize and manage the collection and release of meteorological observation data within their respective administrative areas; Strengthen the operation of meteorological comprehensive observation business, improve the quality of comprehensive observation data, and protect the meteorological observation environment according to law; To manage foreign-related meteorological activities within their respective administrative areas.

3. Strengthen meteorological services to prevent meteorological disasters. Responsible for the preparation of meteorological disaster prevention planning within their respective administrative areas; Strengthen the pre-assessment, follow-up assessment and post-disaster recovery assessment of major meteorological disasters; Strengthen the emergency management of meteorological disasters and improve the linkage mechanism; Provide decision-making basis for government organizations at the same level to defend against meteorological disasters.

4. Strengthen meteorological services. Responsible for the weather forecast service in Wuhan; Responsible for Wuhan meteorological service decision-making; Responsible for providing professional meteorological services to the competent departments of agriculture, forestry, hydrology, transportation and other industries in Wuhan; Improve the application ability of multi-track forecasting products such as weather, climate, agrometeorology and ecology, thunder and lightning, and figure, as well as the operational guidance ability to the district meteorological bureau; Strengthen the technical support of information network and accelerate the construction of meteorological information sharing platform.

5. Formulate weather modification operation scheme, and manage, guide and organize the implementation of weather modification operation under the leadership and coordination of the people's government at the corresponding level; Responsible for the prevention and management of lightning disasters, lightning protection technical services and lightning business track construction within their respective administrative areas.
