How to sign and publish

1, scheduling publishing right

(a) before each flight takes off, it should be explicitly approved by the flight dispatcher.

(b) Domestic operation, landing at the midway airport listed in the original dispatch release form, and the stay time exceeds 1 hour; For international operation, if it lands at the midway airport listed in the original release form and stays for more than 6 hours, it must be re-signed by the flight dispatcher, otherwise no one may continue to fly from the airport.

2. Responsible for delivery and release

(a) According to the flight plan and relevant data and information, the flight dispatcher fills in the dispatch release form for each flight between two designated places.

(b) For each flight, the captain and the authorized flight dispatcher must sign the release form (unless the captain is authorized to exercise the release right independently). The captain and the authorized flight dispatcher agree that the flight can be carried out safely before signing the dispatcher's release form.

(c) The flight dispatcher signs the release form, indicating that the meteorological conditions of the flight's departure, destination, alternate airport and route meet the prescribed safe operation conditions, and all other conditions related to the flight meet the company's safe operation standards. For a certain flight, the flight dispatcher may entrust others to sign the dispatcher's release form, but shall not entrust others to exercise the dispatcher's release right.

(d) The release form signed by the captain or his agent indicates that the captain is competent for the flight, and confirms that the weather, aircraft and other operating conditions of the flight meet the company's safe operation standards.

3. Sign and release the instrument flight rules Before signing and releasing the aircraft to fly according to the instrument flight rules (except for cross-water operations), the flight dispatcher shall confirm the corresponding weather report, forecast or the combination of the two, indicating that the weather conditions at the airports listed in the sign and release list are at or above the approved minimum standards when the aircraft is expected to arrive, otherwise the aircraft shall not be signed and released to fly according to the instrument flight rules.

4. Issuing and releasing visual flight rules Before issuing and releasing aircraft to fly in accordance with visual flight rules, flight dispatchers shall confirm the available meteorological reports, forecasts or a combination of the two. It means that the cloud bottom height and visibility of the whole route meet or exceed the minimum standards applicable to the visual flight rules from the time of signing and releasing the aircraft to the time when the aircraft arrives at the airport listed in the signing and releasing list, otherwise it is not necessary to sign and release the aircraft to fly according to the visual flight rules.

5. Release and release of cross-water operations Before releasing the aircraft for flight release of extended cross-water operations, the dispatcher should confirm the corresponding weather report, forecast or a combination of the two, indicating that when the aircraft is expected to arrive at the destination airport and the necessary alternate airport, the weather conditions at these airports are equal to or higher than the approved minimum standards, otherwise, the aircraft shall not be released for flight extension of cross-water operations. Unless otherwise stipulated or approved by the Civil Aviation Administration, the extended cross-water operation must be carried out in accordance with the instrument flight rules.

6. Initial scheduled release and re-or change scheduled release

(1) Any normal airport, temporary airport or refueling airport specified in the company operation specification applicable to this type of aircraft can be used as the destination airport for initial dispatch and release.

(b) The weather forecast and actual situation of the alternate airport specified in the release form must show that the weather conditions of the alternate airport are equal to or higher than the minimum weather standards specified by the airport when the aircraft is expected to arrive at the alternate airport. Otherwise, the flight dispatcher and the captain shall not allow the flight to continue to fly to the airport where it was dispatched and released. However, the release form can be changed on the route, and any alternate airport approved by this model within the fuel range specified by the company can be added.

(c) When changing the release form on the route, it is usually decided by the flight dispatcher and the captain, and the changed contents shall be recorded and reported to the air traffic control department in time.
