However, traffic participants' awareness of traffic safety, drivers' awareness of civilized driving and driving according to law has been improved very slowly, which is far from being able to adapt to the rapid development of the current automobile era. To this end, it has become an urgent social problem to strengthen road traffic safety publicity, popularize traffic legal knowledge and raise the awareness of traffic safety of the whole people. In the work of traffic safety publicity and education, we must renew our concepts, broaden the channels of publicity, expand the scope of publicity, and build a big publicity pattern with the participation of the whole society under the leadership of party committees and governments at all levels.

The three elements of road traffic safety-people, vehicles and roads-are a complex dynamic relationship, with roads as the foundation, vehicles as the link and people as the center, and people are the most critical factor in road traffic safety. Traffic safety publicity is a kind of education and warning for traffic participants, in order to continuously improve traffic participants' awareness of traffic safety, consciously abide by traffic laws and regulations, reduce the occurrence of traffic accidents and maintain an orderly, smooth and civilized traffic environment. Article 6 of the Road Traffic Safety Law of the People's Republic of China stipulates that people's governments at all levels should regularly carry out road traffic safety education to raise citizens' awareness of road traffic safety. When performing their duties, the traffic administrative department of the public security organ and its traffic police shall strengthen the publicity of road traffic safety laws and regulations, and abide by them as an example. State organs, military units, enterprises and institutions, social organizations and other organizations shall educate their personnel on road traffic safety. Education administrative departments and schools should incorporate road traffic safety education into the content of legal education. The news, publishing, radio, television and other relevant units have the obligation to carry out road traffic safety education. The promotion of traffic safety publicity and education in maintaining road safety, smoothness, order and civilization is not obvious, and the problems such as insufficient government investment, monotonous publicity content and boring form are still outstanding. How to further improve the publicity and education system, formulate scientific traffic safety publicity strategies, and continuously improve the publicity effect are all difficult problems for traffic safety propagandists in the new era. This paper analyzes how to strengthen traffic safety publicity and education in the new form from three aspects.

first, the current forms of traffic safety publicity and education work

(1) Look at the figures, the number of motor vehicles and drivers has increased rapidly

Since the reform and opening up, the number of drivers and motor vehicles in China has increased rapidly. In 1987, the first year after the reform of the national road traffic management system, there were 12 million drivers and 1 million motor vehicles (including 4 million cars). According to the provisions of the current road traffic laws and regulations in China, the safety publicity and education system is not perfect, and a systematic education model has not been formed.

However, at present, the theoretical training for drivers in driving schools is often aimed at the content of the first exam, and the teaching method adopted is to practice the simulated exam for the students, with less class hours and a single teaching mode. As long as the students pass the exam, the theoretical study is over. In the later teaching, especially in the teaching of subject three (road practical skills), it is impossible to integrate theory with practice and educate the students on traffic regulations. Take the examination question bank of our province as an example, there are 945 questions in the first question bank of automobile subjects, including 343 questions in the automobile question bank of laws and regulations (including traffic signals) and only 199 questions in the motorcycle question bank of laws and regulations (including traffic signals), which can not systematically and comprehensively analyze traffic regulations at all.

3. When drivers violate traffic laws or have insufficient safety education after traffic accidents, according to the Regulations on the Application and Use of Motor Vehicle Driving Licenses, only drivers who have scored 12 points in a scoring cycle must attend a 7-day study of road traffic safety laws and regulations. For drivers who have not scored 12 points, there is no mandatory requirement to participate in the study. However, in the driver's verification system, only drivers are required to provide physical examination certificates, and drivers are not required to participate in the study. Drivers who violate traffic laws only need to pay a fixed fine, and drivers who have traffic accidents will not be forced to take the study rules, let alone take the exam, if they are not scored 12 points.

As a large number of drivers become social people, they lose their organizational management mode, which increases the cost of drivers' socialized management; With the development of logistics, the mobility of a large number of drivers engaged in professional transportation has increased, which makes it impossible to carry out regular publicity and education for drivers. With the popularization of motor vehicles, more and more people have joined the ranks of drivers, and the number of non-professional drivers has increased, resulting in multiple identities of drivers. These drivers with multiple identities lack the necessary time and energy to learn traffic regulations and acquire traffic safety knowledge, pay insufficient attention to traffic safety, and have low enthusiasm for actively learning traffic regulations knowledge.

(3) Look at the publicity, the forms of publicity are endless, but the points are small, short and narrow

At present, in carrying out traffic safety publicity, different forms and methods are adopted in different places, mainly in the following forms:

① Traffic safety lectures, mainly aimed at students, government agencies, passenger and freight transport enterprises, troops and other organized department drivers.

At present, in the process of carrying out traffic safety publicity, it is obvious that the traffic police department is alone, and only the traffic police department is in the management and publicity of traffic safety. However, to really improve the traffic safety awareness of the broad masses, it is necessary for the government to take the lead, the relevant departments to cooperate, and the whole society to mobilize together to pay attention to the management of * * *, so as to really have an effect. The role and effect of relying solely on the strength of a department of traffic police are obviously limited.

Second, the demand of different groups for traffic safety knowledge

In the past 3 years of reform and opening up, the country has continuously accelerated the speed of road construction, and the construction of urban and rural road infrastructure has developed rapidly. At the same time, people's means of travel have also changed. The number of agricultural transport vehicles, tractors and motorcycles in rural areas has increased rapidly, and the number of cars and motorcycles in cities has been rising, which has made more traffic participants pay more attention to traffic-related information. Mainly manifested in the following three aspects:

1. The rapid increase of motor vehicles and drivers makes motor vehicle owners and drivers have an urgent need for vehicle management and driver's license management.

2. Urban construction involves measures and regulations related to traffic management, forcing residents living in cities to pay more attention.

3. The occurrence of traffic accidents forces people to know the relevant legal knowledge about the handling of traffic accidents.
