Today, we hold a national video conference on the prevention and control of geological disasters in flood season. The main task is to conscientiously implement the important deployment of the CPC Central Committee and the State Council on the prevention and control of geological disasters, sum up the work in 20 10, judge the situation, and comprehensively arrange the prevention and control of geological disasters in the flood season this year.
Just now, comrades from four provincial offices in Guangdong, Sichuan, Yunnan and Gansu spoke separately, summed up the prevention and control work of geological disasters in this region in 20 10, put forward the work tasks for this year, and defined the prevention and control measures, which I very much agree with. 20 10 geological disaster is serious, but our response is effective, which shows the good spirit of land and resources system. In the face of major geological disasters, the vast number of cadres, workers and monitors in the land and resources system have carried forward the valuable spirit of being fearless and willing to contribute, demonstrated the excellent style of emergency response and rapid disposal, and made important contributions to protecting people's lives and property. On behalf of the Party Group of the Ministry of Land and Resources and Minister Xu, I would like to take this opportunity to express my heartfelt thanks and high respect to the cadres and workers who have been fighting in the front line of geological disaster prevention and control for a long time!
Entrusted by Minister Xu, I would like to make four suggestions on behalf of the party group of the Ministry.
I. Significant achievements have been made in the prevention and control of geological disasters 20 10.
20 10 is the most serious geological disaster since the founding of New China. There were 30,670 collapses, landslides and mudslides in China, resulting in 29 15 deaths and missing, and the direct economic loss was 6.4 billion yuan, which was 0.8 times, 5.0 times and 2.6 times higher than that in 2009 respectively.
Last year, China's geological disasters had four characteristics: First, mudslides caused a large number of casualties. The national debris flow 1988, accounting for 7% of the total number of geological disasters; More than 2,300 people died and disappeared, accounting for 80% of the total casualties. Second, casualties were concentrated in parts of the west. From May to September, 5,283 geological disasters were caused by rainfall in Gansu, Shaanxi, Yunnan, Sichuan and Guizhou, resulting in 2,492 deaths and missing persons. Third, there are a large number of group geological disasters. From June to August, nearly 2,000 cases occurred in Guangxi, Fujian, Shaanxi, Sichuan and other places, causing nearly 200 deaths and disappearances and a large number of property losses. Fourth, the scope of geological disasters has increased. Coupled with the southwest, northwest, southeast and other prone areas in previous years, the number of geological disasters in Hainan, Jilin and other places exceeded the sum of previous years or even decades.
The disaster of 20 10 is extremely serious, but the disaster prevention effect is also very remarkable. Under the correct leadership of the CPC Central Committee and the State Council, local party committees and governments at all levels attach great importance to it, relevant departments cooperate closely, and the management departments at all levels of the land and resources system make active efforts. The national * * * successfully predicted geological disasters 1 166, avoided casualties of nearly 654.38+million people, and caused direct economic losses of 10 billion yuan, which was 654.38+.
The achievements are mainly attributed to the following four aspects.
(a) timely and careful deployment, and resolutely implement.
The CPC Central Committee and the State Council attached great importance to the prevention and control of geological disasters. 20 10, 170 the central leading comrades made important instructions many times and went to the front line of disaster relief to guide the rescue and relief work. The Politburo Standing Committee (PSC) specializes in the emergency rescue of Zhouqu catastrophic mountain torrents and mudslides, and the 12th Five-Year Plan for national economic and social development has made comprehensive arrangements for the prevention and control of geological disasters. The deployment of the CPC Central Committee and the State Council has pointed out the direction and put forward higher requirements for our work. The party group of the Ministry of Land and Resources held several meetings to study the prevention and control of ground disasters. Minister Xu personally led a team to the disaster area to guide the rescue and disaster relief, and went deep into the disaster area to carry out research, supervision and inspection. On many important occasions such as the 20 10 national on-site meeting on prevention and control of geological disasters, Minister Xu repeatedly stressed the need to pay more attention to disaster prevention and mitigation. We should work more actively and take the prevention and control of geological disasters as a lifelong task into the overall deployment of economic and social development; Measures should be more powerful to ensure that they are implemented in place. Relevant departments of the Ministry of Land and Resources, China Geological Survey and local land and resources departments at all levels resolutely implemented Minister Xu's instructions, actively organized and carefully arranged, and further strengthened the comprehensive disaster prevention system.
First, early judgment, early arrangement, early deployment, and careful planning of the work throughout the year. At the beginning of 20 10, the party group of the Ministry of Land and Resources carefully analyzed and studied the situation faced by the prevention and control of geological disasters, and made comprehensive arrangements for the prevention and control work. Through 13 video conference and more than 50 power generation, the prevention and control work was mobilized, redeployed and implemented again. Provinces (autonomous regions and municipalities) * * * held nearly 300 meetings on prevention and control of geological disasters, and issued documents to deploy prevention and control work for nearly 600 times.
The second is to conduct re-investigation, re-inspection and re-inspection to highlight the prevention of geological disasters in flood season. 120 times, sent a working group led by department leaders and attended by responsible comrades of various departments to inspect and guide, and organized 238 experts to stay in key provinces for a long time 18. The leaders of the Ministry have visited disaster-prone areas for many times to conduct research, guide and promote local work. All localities have given full play to the role of the system of mass prevention and treatment, organized professional forces to stay in geological disaster-prone areas for a long time to guide disaster prevention work, carried out inspections before rain, in the rain and after rain, and sent more than 500 supervision and inspection teams.
The third is to strengthen implementation and promote the prevention and control of geological disasters in key areas. The Ministry held several meetings and sent working groups to strengthen assistance and guidance to earthquake-stricken areas, debris flow-stricken areas and the Three Gorges reservoir area. The departments of land and resources in Wenchuan earthquake-stricken areas strengthened supervision and guidance and sent emergency rescue teams to the hardest-hit areas, which achieved good results. The Ministry instructed Qinghai Province to carry out hidden danger investigation, emergency treatment, ground disaster risk assessment, resource and environment carrying capacity and site selection assessment for restoration and reconstruction, and the preparation of special plans for ground disaster prevention and control, and guided Gansu Province to carry out hidden danger investigation, prevention and control planning and post-disaster geological disaster engineering management in Zhouqu debris flow disaster area, making positive contributions to disaster relief and restoration and reconstruction. Give full play to the role of monitoring and early warning system and comprehensive three-dimensional monitoring network in the Three Gorges reservoir area, strengthen professional monitoring and group monitoring and prevention, and ensure the smooth storage of175m.
The fourth is to strengthen management, and the prevention and control of geological disasters in projects under construction has achieved remarkable results. In view of the heavy casualties caused by geological disasters in construction sites such as hydropower in 2009, through publicity and supervision of geological disaster assessment of construction projects and mining enterprises, problems were found and rectified within a time limit, and preventive work was continuously strengthened. 20 10 hydropower and other geological disasters in the construction site did not cause heavy casualties.
(two) the emergency response is rapid and the emergency treatment is effective.
First, improve the emergency prevention mechanism and improve the emergency support system. The ministerial-level geological disaster emergency expert database was expanded, and the provincial-level emergency expert database was built, with 1688 emergency experts. Seven regional inspection teams have been stationed in key provinces, and carried out inspection and guidance 1000 person-times. Collect the information of emergency equipment of land and resources system, and equip 27 sets of emergency video consultation equipment in 12 provinces. To study and formulate documents and technical standards such as the construction scheme of emergency technical support system, emergency duty system, expert management measures, and emergency handling technical points. Transfer personnel to set up the geological disaster (temporary) emergency office of the Ministry of Land and Resources, and build 17 provincial geological disaster emergency center.
The second is to start emergency response in time to prevent secondary disasters. More than 70 working groups were sent to the scene to assist the local authorities in emergency treatment, and more than 30 people were led by the Ministry to the emergency rescue line. Minister Xu went to Guizhou, Gansu, Sichuan, Yunnan and other places to guide emergency rescue and disaster relief. While carrying out emergency rescue and disaster relief, organize emergency investigation of hidden dangers to prevent further casualties. There were no casualties caused by secondary disasters throughout the year. * * * Organized more than 600 emergency working groups around the country, and organized more than 7,000 people to carry out supervision and inspection and emergency response.
The third is to improve the ability of monitoring and early warning, pay close attention to the transfer of impending disasters and avoid risks. Further improve the system of mass prevention and treatment. Timely implement the monitoring responsibility for the hidden danger points found and take emergency measures, and organize the transfer of threatened people in advance for some hidden danger points with signs of deformation, thus avoiding a large number of casualties and property losses. On August 20 10, a catastrophic mountain torrent and debris flow disaster occurred in Qingping Township, Mianzhu, Sichuan. Due to the monitoring and early warning in place, the plan was launched resolutely, and more than 3,000 people successfully avoided danger. Hearing this, I feel very happy and stressed. This is the most successful emergency hedging, but if it is not successful, the consequences will be unimaginable. Last year, major disasters caused losses, mainly disasters. The prevention and control of ground disasters should be mainly based on preventing major disasters, responding to major emergencies and saving major risks. China is so big, where is the possibility of catastrophe? In addition to doing a good job in investigation, exploration, finding out the situation, perfecting the system and mechanism, and doing a good job in basic work, we must also fight the people's war, mobilize the masses, strengthen monitoring and early warning, pay close attention to avoiding disasters, ensure that there is a timely response wherever something happens, and minimize the loss of people's lives and property.
Fourth, pay close attention to disasters and dangers and strengthen information collection. In order to timely implement the important instructions of the CPC Central Committee and the leading comrades of the State Council, our department has made great efforts to improve the ability and efficiency of collecting and submitting geological disaster information. After receiving reports and information, we will keep abreast of the situation and keep dynamic tracking. 20 10, * * * submitted all kinds of documents to the State Council for 33 times, and submitted the duty information to the general duty room in the State Council 169. There is no false report, late report or omission. All localities strengthened their duty, timely submitted the dangerous situation of geological disasters and subsequent disposal, and submitted thousands of disaster prevention information to the Ministry.
(3) Active service and long-term careful planning.
First, lay a solid foundation and improve the prevention and control ability of geological disasters at the grassroots level. 847 organized, planned and financially supported "Ten Counties" have been established. The national geological disaster group monitoring and prevention information system was upgraded to achieve full coverage of group monitoring and prevention points. In collaboration with China Meteorological Bureau, meteorological early warning and forecast of geological disasters were carried out in 30 provinces (autonomous regions and municipalities), 253 cities and 1.265 counties, and emergency response information was added to CCTV weather forecast programs.
The second is to eliminate hidden dangers and carry out engineering management of hidden dangers. In 20 10, the central government invested a special fund of1400 million yuan to support Zhouqu, Gansu Province to carry out post-disaster reconstruction and prevention of geological disasters by 800 million yuan. At present, the central government has initially formed a pattern of fund arrangement from point to area, and carried out the prevention and control of major geological disasters in key areas such as the Three Gorges reservoir area, the earthquake-stricken area and Zhouqu, Gansu. Driven by this, the capital investment in various places has also increased greatly.
The third is to strengthen publicity and enhance the awareness of disaster prevention and mitigation in the whole society. At the grassroots level, we carried out geological disaster prevention and control assessment, inspection, pre-plan, publicity, personnel "five in place" publicity and training activities and emergency management training in key areas, training 654.38+10,000 people. The prevention and control of geological disasters has been publicized through various forms such as on-the-spot reports by major media, series tracking and expert interviews, and has achieved good social benefits. Hebei and Chongqing carried out multi-point emergency drills for catastrophic geological disasters, and guided all localities to carry out emergency drills 37 times/kloc-0 times, with more than 40,000 participants. In the form of desktop deduction, the emergency treatment process of Zhouqu catastrophic mudslide is simulated, and the emergency procedures are summarized and improved and popularized throughout the country.
The fourth is to plan the future and promote a long-term mechanism for disaster prevention and mitigation. Promote the establishment of geological disaster investigation and evaluation system, monitoring and early warning system, prevention system and emergency system, and actively suggest that the State Council introduce policies and measures to strengthen the prevention and control of geological disasters. In Chongqing and Beijing, academicians and experts from various fields were organized to hold "Seminar on Prevention and Control of Major Geological Disasters in Western Complex Mountainous Areas" and "Global Conference on Catastrophic Events and Major Geological Disasters Strategy" to analyze the causes of major geological disasters, judge the trends and provide basis for prevention and control decisions. According to the regional situation, various localities have also strengthened the research on disaster conditions, mechanisms and models.
(4) Grasp the key points and give full play to the role of group prevention and treatment.
All localities actively promote the construction of geological disaster monitoring and prevention system, deepen the construction of county-level geological disaster prevention system and mechanism in accordance with the requirements of the Ministry, strive for working funds in various ways, continuously improve the quality of the team, and further play the role of grassroots party member cadres and key groups in geological disaster prevention and control. We have more than100,000 people monitoring and preventive monitors. Under the leadership of local party committees and governments at all levels, the group monitoring and prevention personnel are brave in difficulties, accurate in day and night monitoring and successful in forecasting, and perform the noblest life tasks in the most dangerous and arduous environment. They pursue the highest value principle of serving the people's right to life and protect their lives and homes. In 20 10 years, geological disasters were successfully predicted 1 100 times, and casualties were avoided by about 100000 people. The Ministry of Land and Resources held a national on-site meeting on the prevention and control of geological disasters in time, summed up the work and exchanged experiences, and vigorously publicized the core concept of group monitoring and group prevention supervisors practicing the highest value criterion of serving people's life rights in the form of notification praise and award evening.
Two, fully understand the grim situation of geological disaster prevention and control.
20 1 1 year, many factors affecting the occurrence of geological disasters in China still exist, such as geological and geomorphological conditions, earthquakes, droughts and rainfall, and the situation of geological disaster prevention and control is still grim.
(A) China's special geological conditions and frequent extreme weather lead to frequent ground disasters.
China's topography is complex and diverse, with a wide distribution of mountains and hills and a large area of geological instability. The frequency of earthquakes is very high. Wenchuan and Yushu earthquakes caused loose mountains and broken rocks, which aggravated geological instability. The influence of Yingjiang earthquake on geological environment may also appear in flood season. Restricted by geographical and economic conditions, some people in many places, especially in the western region, still live in deep mountains and valleys and are directly threatened by geological disasters. In recent years, extreme climate anomalies, droughts and heavy rains have occurred from time to time in China, which can easily lead to geological disasters of rain and flood. According to the forecast of meteorological department, the precipitation in Huanghuai, Jianghuai and other areas in China in the summer of 201/kloc-0 is more than that in the same period of normal years, and there are more tropical cyclones landing in the same period, and the frequency and intensity of local heavy rainfall increase. From the situation of 20 10, the geological disasters caused by extremely complicated rainfall and water regime in the main flood season are very prominent, including old hidden danger points, new disaster points that are not in the group monitoring and prevention system, and some large-scale, high-speed and long-distance landslides, mudslides or multiple disasters, such as Guanling in Guizhou, Hanyuan in Sichuan and Zhouqu in Gansu. These disasters are often sudden and unpredictable.
(B) awareness of prevention is not strong, and preventive measures are insufficient.
At present, there are still some cadres and masses who lack knowledge of geological disaster prevention and control, and their ability to identify geological disasters and avoidance awareness are weak. The prevention and control of geological disasters has not completely become the premise of all planning and construction. A large number of urban and rural and engineering construction units often only pay attention to engineering construction, ignoring geological exploration and investigation of geological hazards. Projects are often located in hidden danger points of geological disasters, and many geological disasters are induced by cutting roads, building houses by cutting slopes, and building reservoirs to store water. Due to geographical conditions and historical factors, some counties, towns and villages in mountainous areas are built on alluvial fans of landslides or mudslides. Due to various conditions, especially economic conditions, they can't all move for the time being, and once geological disasters occur, it is easy to cause great losses.
(3) The capacity building of geological disaster prevention and control is still insufficient, and there are still weak links in the prevention and control work.
At present, there are few full-time managers of geological disaster prevention and control in land and resources departments, and the more they go to the grassroots level, the less they are, and some counties (cities) even have no full-time staff; The existing monitoring institutions have insufficient technical support for the prevention and control of geological disasters, and many cities and counties in China have not set up geological disaster monitoring institutions. Due to the constraints of institutions, personnel, funds and other factors, the coverage of geological disaster investigation, monitoring and early warning is narrow and the blank area is large. Many hidden danger points of geological disasters have not been relocated or managed. The accuracy of geological disaster investigation carried out in China is not high, and the hidden danger points that have been identified are often unable to implement prevention and control projects because of the limitation of prevention and control funds. The treated projects generally have no maintenance costs, even in the Three Gorges reservoir area. China's geological disaster monitoring and early warning system is not perfect, and only a few areas and individual key projects such as the Three Gorges reservoir area have been professionally monitored, while most other areas can only be monitored by group monitoring and prevention. The vast majority of group monitoring and prevention personnel are part-time, without necessary subsidies and basic equipment, working conditions are difficult, risks are great, and they undertake monitoring tasks far beyond their ability.
In short, we must always keep a clear understanding of the seriousness of the current disaster prevention situation and the arduous task. Regarding the prevention and control of geological disasters in 20 1 1, the general requirement is to always put people's life safety above everything else, make full preparations to resist major disasters, respond to major emergencies and seize major risks, estimate the problems more fully, formulate measures more comprehensively and do the work more realistically.
Three, focus on several tasks of disaster prevention and mitigation.
(a) do a good job in the preparation and implementation of geological disaster prevention and control planning
The Twelfth Five-Year Plan for National Economic and Social Development clearly puts forward that it is necessary to speed up the establishment of an investigation and evaluation system, a monitoring and early warning system, a prevention and control system and an emergency system in areas prone to geological disasters, and intensify the management of geological disasters in key areas. On April 6th, the State Council adopted the National Master Plan for the Management of Small and Medium-sized Rivers, the Reinforcement of Dangerous Reservoirs, the Prevention and Control of Geological Disasters in Mountain Torrents and Comprehensive Management, striving to basically solve the outstanding problems in the weak links of the disaster prevention and mitigation system in five years, in which key arrangements were made for the investigation and evaluation, monitoring and early warning, relocation and avoidance and management of geological disasters. In addition, the prevention and control plan of geological disasters has been included in the examination and approval plan of the State Council, and it is currently in the stage of improvement. The State Council's Decision on Strengthening the Prevention and Control of Geological Disasters is also being submitted for approval.
These are the major decision-making arrangements made by the CPC Central Committee and the State Council on the construction of China's disaster prevention and mitigation system, and are important work to ensure the safety of people's lives and property and economic and social development. We must study hard, deeply understand and do a good job in implementation. First, we should pay close attention to the preparation of the implementation plan of the special plan for the prevention and control of geological disasters in mountain torrents. In the first three years, we will focus on investigation and evaluation, exploration of key market towns, and improve the county-level monitoring and early warning information sharing platform and group prevention and treatment system. In the next two years, we will focus on relocation, avoidance and governance projects. Second, after the State Council's decision on strengthening the prevention and control of geological disasters is promulgated, we should actively prepare and implement it. Third, pay close attention to the preparation of the "Twelfth Five-Year Plan" for the prevention and control of geological disasters in the region, and strive to incorporate the main prevention and control contents into the "Twelfth Five-Year Plan" in the region. Focus on four aspects. First, comprehensively strengthen investigation and evaluation, improve the work level, especially strengthen the evaluation of geological disasters in densely populated areas and areas around important infrastructure, arrange necessary engineering exploration, and establish and improve the hidden danger investigation system. The second is to focus on the construction of monitoring and early warning system, improve the monitoring and forecasting network, strengthen the construction of early warning information release means, and improve the level of group prevention and treatment. The third is to speed up the construction of a comprehensive prevention and control system, co-ordinate resources from all sides, simultaneously carry out geological disasters, soil and water conservation, regulation of small and medium-sized rivers, comprehensive management of ecological environment in disaster-prone areas, increase the relocation of geological disasters and engineering management, and strive to eliminate hidden dangers. Fourth, strengthen the emergency avoidance of impending disasters, establish and improve the emergency system of geological disasters, improve various emergency avoidance means, and improve the emergency avoidance ability.
(2) Effectively strengthen system construction.
The central editorial office approved the establishment of the geological disaster emergency management office of the Ministry of Land and Resources, and increased the number of leadership positions at the bureau level. The geological disaster emergency technical guidance center of the Ministry of Land and Resources has also been approved by the Central Committee and will be established soon. All localities should vigorously promote the construction of geological disaster emergency management institutions and emergency technical support institutions in the region, and regard institution building as an important task this year. In particular, the provinces prone to geological disasters should strive to make breakthroughs this year, and the provinces that have established provincial-level geological disaster emergency agencies should focus on extending to the municipal level.
(3) Strengthen the management of extra-large prevention and control projects.
In recent years, the central government has increased the budget funds for the prevention and control of major geological disasters year by year, and the intensity will be further increased. All localities should actively promote the increase of financial investment in the prevention and control of geological disasters, raise funds for prevention and control through multiple channels, and falsify data in strict accordance with the Notice of the Ministry of Finance and the Ministry of Land and Resources on Printing and Distributing the Interim Measures for the Management of Special Funds for the Prevention and Control of Extraordinary Geological Disasters (No.463 [2009] of the Ministry of Land and Resources) and the Notice of the General Office of the Ministry of Land and Resources on Strengthening the Management of Prevention and Control of Extraordinary Geological Disasters (No.865438 [2009] of the Ministry of Land and Resources). If the circumstances are serious, it shall be investigated and dealt with according to law.
(4) Continue to improve the disaster prevention capacity at the grass-roots level.
Promote the construction of disaster prevention capacity, improve the awareness of geological disaster prevention and the ability of early warning and forecasting, organization and coordination, emergency avoidance, software and hardware support. First, in conjunction with the meteorological department, the early warning and forecasting work will be further extended to counties (cities, districts). Cities (prefectures) and counties (cities, districts) prone to geological disasters without this work should strive to complete this year. Second, vigorously carry out major geological hazards investigation and drills. For major hidden dangers that threaten schools, hospitals, villages, markets and other crowded places, organize at least one emergency drill before the flood season every year. Through drills, clear evacuation signals, routes and emergency shelters of threatened personnel, and clear division of labor, responsibilities and requirements. Third, continue to improve the geological disaster emergency platform. According to the construction standards of land and resources emergency platform system, the existing resources and foundations are integrated, and the data are updated to realize remote consultation and emergency command of geological disaster emergency prevention and control.
(5) Highlight prevention and treatment by groups.
Further improve the ability of group prevention and treatment, and give play to the important role of the group prevention and treatment system. First, we will continue to solidly and deeply promote the construction of "ten counties", "five lines" and "five places" at the grassroots level, and strive to solve the problems of insufficient funds, low technical content and uneven quality of monitoring personnel in the group prevention and treatment system. Second, vigorously publicize the role of the group defense and group governance system, vigorously publicize typical cases of successful hedging, and boost morale and confidence. The propaganda work of geological disasters should not only publicize the heavy losses caused by geological disasters, but more importantly, publicize the achievements of our group monitoring and prevention monitors, under the leadership of the government, to protect lives, successfully predict, avoid emergencies and avoid greater casualties. This year, the Ministry of Health will continue to invite 65,438+000 outstanding supervisors of mass prevention and treatment to Beijing to exchange experiences.
(6) Do a solid job in prevention.
First, do a good job in investigation and inspection. Before the flood season, all localities should conduct a comprehensive investigation of hidden dangers, timely incorporate all hidden dangers threatening personal and property safety into the prevention system, strengthen supervision and guidance on disaster prevention work in construction sites, and pay special attention to upstream collapse, landslide and debris flow, as well as sudden collapse of dams due to precipitation in the later period, resulting in large-scale debris flow disasters with large drop, large volume and high speed. It is necessary to adhere to pre-rain inspection, in-rain inspection and post-rain review, and dynamically monitor the changes of hidden dangers of geological disasters.
Second, do a good job in duty and information submission, and submit geological disasters in strict accordance with relevant regulations. According to the National Overall Emergency Plan for Public Emergencies, particularly serious and major geological disasters should be reported to our department within 4 hours after the incident. For the disasters and dangers that have not yet arrived at the site and cannot be verified, the information that has been mastered should be reported to the Ministry by fax or telephone in time.
Third, do a good job in emergency response. In case of disasters and dangerous situations, it is necessary to start emergency response in time, organize relevant personnel to rush to the scene to assist local governments in emergency rescue and disaster relief, and focus on the transfer of threatened personnel and the prevention of secondary disasters.
The fourth is to strengthen prevention and control work in key areas. The Three Gorges reservoir area should do a good job in the prevention of geological disasters during the fluctuation of reservoir water level, focus on comprehensive inspections and investigations, and implement group monitoring and prevention monitoring or professional monitoring of hidden dangers, especially the stability monitoring of reservoir banks under the conditions of water level fluctuation and high water level before flood season, and conduct regular inspections and monitoring. It is necessary to give full play to the supporting role of the professional and technical team, do a good job in the implementation of the plan and emergency response, and strive to ensure the life, property and shipping safety of millions of immigrants and the normal operation of the Three Gorges Project. Wenchuan, Yushu earthquake-stricken areas and Zhouqu catastrophic debris flow-stricken areas should fully rely on the monitoring system based on group monitoring and prevention to do daily prevention work, and send professional teams to guide and assist local disaster prevention work in critical periods. Southeast, South China, Southwest China and other mountainous and hilly areas should focus on preventing sudden disasters caused by typhoons and heavy rainfall, especially landslides and mudslides that cause casualties. In the loess areas of North China and Northwest China, it is necessary to prevent and control the collapse, landslide and debris flow at the edge of the loess plateau. Xinjiang and other places need to pay close attention to temperature changes to prevent geological disasters caused by snowmelt water.
Four, sum up experience and explore the establishment of a new mechanism for the prevention and control of geological disasters.
All localities should conscientiously sum up some effective practices and practical experiences in the past two years, upgrade them to systems or norms, and further improve the construction of disaster prevention and mitigation systems. Actively explore the new mechanism of geological disaster prevention and control with the participation of the whole society, formulate incentive policies according to local conditions, and attract social funds to participate in geological disaster prevention and control. It is necessary to strengthen overall planning and promote the local integration of policies such as geological disaster prevention, poverty alleviation in mountainous areas, ecological migration, new rural construction, small town construction, small watershed management, land improvement and mineral resources development. Please report the good practices and experiences in the prevention and control of geological disasters to the Department of Geology and Environment of our Ministry before the end of April. Our Ministry will send a working group led by the leaders of the Ministry to investigate the new prevention and control mechanism, supervise and inspect the prevention and control of geological disasters in flood season, conduct field visits to find water and drill wells for drought relief, inform the relevant situation, hold an experience exchange meeting on the new prevention and control mechanism of geological disasters in a timely manner, and popularize advanced typical experiences.
Comrades, this year marks the beginning of the Twelfth Five-Year Plan and the 90th anniversary of the founding of the Party. Doing a good job in the prevention and control of geological disasters is related to the overall situation of China's stable economic development and social stability, with far-reaching significance and great responsibility. All localities should base themselves on resisting major disasters, responding to major emergencies, saving major risks, earnestly implementing various disaster prevention measures, and minimizing losses caused by geological disasters.
