Hairui Company has seriously violated relevant laws and regulations and is the main responsible unit for this accident. The company ignored the main responsibility of safety production, seriously violated the overall urban planning of Tianjin and the regulatory detailed planning of Binhai New Area, illegally built a dangerous goods yard, illegally operated and illegally stored dangerous goods, and the safety management was extremely chaotic, with long-standing safety hazards.

The relevant local party committees, governments and departments have problems such as failing to abide by the law, lax enforcement, poor supervision and inadequate performance of their duties. Tianjin transportation, port, customs, safety supervision, land planning, market and quality inspection, maritime affairs, public security, environmental protection and administrative examination and approval of Binhai New Area failed to seriously implement relevant laws and regulations, did not seriously perform their duties, and illegally conducted administrative licensing and project review, resulting in a serious lack of daily supervision; Some responsible persons and staff members take bribes and pervert the law and abuse their powers.

Tianjin Municipal Party Committee, Municipal Government, Binhai New Area Party Committee and District Government failed to fully implement relevant laws and regulations, and neglected to supervise the behaviors of relevant departments and units in violation of urban planning and the problems existing in safety production management.

As the competent department of port dangerous goods supervision, the Ministry of Transport failed to supervise and inspect the safety management of port dangerous goods in accordance with its statutory duties, and the guidance to Tianjin's transportation system was not in place.

The General Administration of Customs urged and guided Tianjin Customs to do a good job. Relevant intermediaries and technical service institutions practise fraud and conduct safety review, evaluation and acceptance in violation of laws and regulations.
