Can I make a weather forecast video from the media?

You can't. According to the "Administrative Measures for the Release and Dissemination of Weather Forecast", no organization or individual may release weather forecast to the public in any form, and may not make weather forecast videos without permission. Only the meteorological offices and stations affiliated to the competent meteorological departments at all levels are released to the public through the weather forecast release channel according to their duties, and weather forecast videos cannot be produced from the media.
