Early warning signals shall be issued in a unified system. Meteorological offices and stations subordinate to the competent meteorological departments at all levels shall issue early warning signals in accordance with the release authority and business processes, and indicate the early warning areas of meteorological disasters. The release authority and business process shall be separately formulated by the competent meteorological department of the State Council, and no other organization or individual may issue early warning signals to the society.
