Article 1 In order to effectively prevent and put out forest fires, protect forest resources and maintain the natural ecological balance, these Measures are formulated in accordance with the Forest Law of People's Republic of China (PRC), the Regulations of the State Council on Forest Fire Prevention and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Measures shall be observed in the prevention and fighting of fires in forests, trees and woodlands within the administrative area of this Municipality. Article 3 Forest fire prevention shall adhere to the principle of "prevention first and active elimination".

Preventing and fighting forest fires and protecting forest resources are the responsibility of the whole society and the obligation of every citizen. Forestry departments at all levels have an important responsibility for forest fire prevention.

All units in the forest area should implement the unit leadership responsibility system under the leadership of the local people's government. Article 5 The people's governments of cities, autonomous counties and townships shall set up forest fire prevention headquarters to be responsible for forest fire prevention within their respective administrative areas; All forest units should set up forest fire prevention organizations to be responsible for the forest fire prevention work of their own units.

City forest fire prevention headquarters is responsible for the city's forest fire prevention work. The forest fire prevention work of autonomous counties and forest units must be carried out under the unified leadership of the municipal forest fire prevention headquarters and obey the unified command and dispatch.

The offices of forest fire prevention headquarters at all levels are located in the competent forestry authorities, the offices above autonomous counties are equipped with full-time staff, and the township offices are equipped with part-time staff to take charge of daily work. Article 6 The people's governments of autonomous counties and townships in forest areas bordering administrative areas shall establish forest fire prevention joint defense organizations, agree on the lead units, determine the joint defense areas, formulate joint defense conventions, and inspect and supervise the forest fire prevention work in the joint defense areas. Seventh autonomous counties and forest units should establish professional, semi-professional and seasonal forest fire brigades according to the relevant regulations and the distribution of forest areas.

All units in the forest area should establish voluntary forest fire brigade.

Forest fire prevention organizations at all levels and forest fire brigades shall formulate annual forest fire disposal plans. Eighth all forest units should be equipped with a full-time ranger for every 300 hectares of forest land area. If the forestland area is less than 300 hectares, they can be equipped with full-time and part-time rangers according to actual needs. Meteorological departments should do a good job in monitoring and forecasting forest fire weather, and radio stations, television stations and other units should publish forest fire forecast every day. Article 12 According to the needs of forest fire prevention, with the approval of the people's governments at or above the Autonomous County or their authorized units, forest fire prevention checkpoints can be set up in forest areas to conduct fire prevention inspections on vehicles and personnel entering the mountains, and they have the right to detain the kindling they carry. Personnel entering the mountain must be inspected, and those who refuse to inspect are strictly prohibited from entering the mountain. Thirteenth during the forest fire prevention period, the following wild fires are prohibited in forest areas:

(1) Smoking outdoors;

(2) Sacrificial fire such as burning paper and incense on the grave;

(3) Drivers and passengers of trains, cars and other vehicles throw kindling outside the cars;

(5) Baked food;

(6) Setting off fireworks and firecrackers;

(7) Picnics and lighting fires to keep warm;

Article 15 During the period of forest fire prevention, when troops and militia conduct live-fire drills and training in forest areas, they must apply to the forest fire prevention headquarters at or above the Autonomous County with the documents approved by the organs at or above the regimental level, and notify the forest right unit with the approval documents before taking safety measures.

Where open-air blasting, quarrying, mining and other activities are carried out in the forest land, approval documents and fire prevention plans must be held and reported to the forest fire prevention headquarters above the autonomous county for approval. During mechanical operation, you must abide by the fire safety operation procedures.

All kinds of motor vehicles entering or passing through forest areas must take effective fire prevention measures. Transmission lines crossing forest areas must be overhauled by the competent authorities to prevent power accidents from causing fires.
