Since the flood season this year, the prevention and control of geological disasters has been regarded as the top priority in all localities, and the deployment has been implemented to ensure that the deployment, inspection and emergency disposal are in place. The prevention and control of geological disasters is powerful, orderly and effective, which has been fully affirmed by leading comrades in the State Council. 20 10 geological disaster prevention is different from previous years. The occurrence of extreme weather such as drought in southwest China, snowfall in northwest China and rainstorm in south China, as well as the Yushu earthquake in Qinghai, have caused frequent geological disasters and the disaster prevention situation is extremely severe. Major geological disasters occur from time to time. On March 10, the loess in Shigou Village, Zizhou County, Yulin City, Shaanxi Province collapsed, killing 27 people. On May 23rd, a landslide occurred in dongxiang county, Fuzhou City, Jiangxi Province, which derailed the train and killed 19 people. On June 2, rainfall in Yulin City and Wuzhou City of Guangxi Zhuang Autonomous Region triggered a group geological disaster, causing 43 deaths and missing. In order to further strengthen the prevention and control of geological disasters, some important links in the prevention and control of geological disasters need to be further valued and strengthened. The relevant requirements are as follows:

The first is to strengthen information reporting.

The main person in charge of the land and resources departments at all levels should personally grasp it. In particular, provinces that fail to report geological disaster information in time should conscientiously sum up experiences and lessons, find out the reasons for not reporting in time, and put forward the next rectification measures. In strict accordance with the relevant provisions of the Notice on Further Improving the Quick Report System and Monthly Report System of Geological Disasters (Guo Tu Zi Fa [2006]175), while submitting the dangerous situation of geological disasters, the particularly serious and major geological disasters stipulated in the national overall emergency plan should be reported to our department within 3 hours after the incident. For geological disasters that the personnel of the land and resources department have not yet arrived at the scene and have not been verified, all localities should report the known situation in time and fill in the verified information in time. Large-scale and catastrophic geological disasters that may cause heavy casualties and property losses, as well as geological disasters that have been reported by the media or have great social impact, should be reported to our department by fax or telephone at the first time.

Second, strengthen emergency response.

Land and resources departments at all levels must establish a strong sense of responsibility and service. All matters related to economic and social development and the safety of people's lives and property, involving the responsibility of land and resources management, especially some sudden disasters, land and resources departments at all levels should rush to the scene at the first time, do their best to give guidance and provide services, and avoid and reduce casualties and property losses caused by disasters to the maximum extent. Land and resources departments at all levels should conscientiously perform the duties of the competent departments, rush to the scene in time, take the initiative to serve, grasp the progress, and report the information in time for geological disasters with clear responsibilities or clear nature of local governments.

Third, strengthen investigation and inspection.

All localities should, on the basis of completing the investigation of hidden dangers of geological disasters before the flood season, strengthen inspections during the flood season, revise monitoring means and methods, improve disaster prevention plans, and organize personnel to conduct regular inspections of hidden dangers of geological disasters. Recently, the Ministry of Transport and the Ministry of Railways will jointly put forward specific requirements for the prevention and control of geological disasters along highways and railways, and all localities should conscientiously implement them. The departments of land and resources of Sichuan, Gansu, Shaanxi and Qinghai provinces should guide and assist the relevant departments and local governments, organize personnel as soon as possible, and conduct a comprehensive risk removal work on the main roads in Wenchuan earthquake-stricken areas and Yushu earthquake-stricken areas before the rainy season comes.

Fourth, strengthen disaster avoidance.

Hedging is an effective means to avoid and reduce casualties caused by geological disasters. Geological disaster prevention and management personnel at all levels should start from themselves, resolutely overcome the paralysis, slack thinking and fear of difficulties that may occur in the prevention and control work, and organize disaster avoidance with a spirit of being highly responsible for people's lives and property. For the hidden dangers of geological disasters that have been discovered, it is necessary to assist and guide local governments to set up warning lines and warning signs in time, arrange special personnel to take care of them 24 hours a day, and resolutely prevent people from entering the dangerous areas of geological disasters and causing casualties.
