In order to strictly regulate the sales and discharge of fireworks and firecrackers, vigorously improve the urban environment and air quality, and prevent fires and personal accidents, according to the relevant provisions of the Regulations on the Safety Management of Fireworks and Firecrackers, we are hereby notified as follows.

I. Prohibition regulations

(a) Xingcheng City, Suizhong County, Jianchang County, Lianshan District, Longgang District, Nanpiao District, Yangjiazhangzi Economic Development Zone and other urban built-up areas, it is forbidden to set off fireworks and firecrackers from December 23rd of each lunar calendar to February 2nd of the following lunar calendar. The boundary between the built-up area and the suburbs (rural areas) is delineated by the county (city) people's government and the Development Zone Administrative Committee.

(two) the following areas are prohibited from setting off fireworks all day:

1. cultural relics protection units;

2 stations, docks, airports and other transportation hubs and railway line safety protection zones;

3 inflammable and explosive goods production and storage units;

4. Safety protection zones for power transmission and transformation facilities;

5. Medical institutions, kindergartens, primary and secondary schools and nursing homes;

6 key fire prevention areas such as mountains and grasslands.

(three) during the period when the provincial and municipal government issued the yellow and above warning of heavy pollution weather, it is forbidden to set off fireworks and firecrackers in the early warning area.

Second, the management regulations

(a) public security, emergency, market supervision and other departments in accordance with the division of responsibilities, investigate and deal with illegal production, operation, transportation and mailing of fireworks and firecrackers in violation of this notice.

(two) the number of administrative licenses to control fireworks online stores (points) is decreasing year by year.

(3) If fireworks and firecrackers are set off in the time and area where it is forbidden to set off, the public security organ shall order them to stop setting off and impose a fine of more than 500 yuan 100 yuan; Those who violate the administration of public security shall be punished according to law.

(4) Any unit or individual has the right to dissuade, stop or report any violation of the provisions of this circular to the public security organ. The reporting telephone number is 1 10.

Third, the implementation time.

This Notice shall come into force as of the date of promulgation, and the Notice of Huludao Municipal People's Government on Prohibiting the Sale and Discharge of Fireworks and Firecrackers (Hu Zheng Gaozi [2021] No.5) shall be abolished at the same time.
