The climate in Tianshui City is the best in Gansu. I stayed there for 4 years and felt very comfortable. The temperature you mentioned is the coldest in winter, which is about -10 degrees, which is not very cold, except for extreme weather. I'm not sure if it snows, it depends on the specific weather conditions. It rains every four days in summer and is not dry. Tianshui is probably a third-tier city, but it has more logistics and more convenient transportation. There are about 100,000 people in the urban area, and the altitude above the urban area is about 400 meters. This altitude should be suitable for anyone.

Besides, the cost of living in Tianshui is not very high, but the housing prices are relatively high, and the people in Tianshui are quite stubborn. I don’t like this a bit, but everything else is pretty good. Personal experience, for reference only.
