The dust pollution referred to in these regulations refers to the dust generated during engineering construction, demolition of buildings (structures), landscaping projects, material transportation and storage, road cleaning and maintenance, mining and quarrying, etc. The adverse effects of air particles on the atmospheric environment and human health. Article 3 The Municipal People's Government shall provide unified leadership for the prevention and control of dust pollution in this Municipality.

The district and county people's governments (including the Jinan High-tech Zone Management Committee, the City's Southern Mountainous Area Management Committee, and the Jinan New and Old Kinetic Energy Conversion Pioneer District Management Committee, the same below) are responsible for the prevention and control of dust pollution in the areas under their jurisdiction.
