Establishing and perfecting social early warning system, emergency rescue and social mobilization mechanism, and improving the ability to deal with public emergencies are important contents of building a harmonious socialist society. In April 2005, the State Council promulgated and implemented the National Overall Emergency Plan for Public Emergencies, and held the first emergency management meeting in China in July. Since then, emergency management has been brought into the track of normalization, institutionalization and legalization. The supply of electricity, gas and food in Shanghai is basically normal, citizens travel in an orderly manner and the city runs smoothly.

In recent days, the General Office of the State Council issued a series of notices to ensure traffic safety in rainy and snowy weather, ensure coal production and supply, and strengthen power demand side management. Relevant departments at all levels have established a cross-regional coordination mechanism for highway transportation safety in accordance with the requirements of the relevant emergency plan linkage mechanism, and the State Electricity Regulatory Commission and the Ministry of Railways have established a coordination mechanism for railway transportation safety in conjunction with relevant regions. The financial and civil affairs departments timely allocated disaster relief funds to properly resettle the affected people. Experienced technicians from northern provinces went to the south to give technical guidance on freezing rain, snow removal and deicing.
