This is stipulated in the Guidelines for Public Defense against Typhoon and Rainstorm Disaster in Shenzhen (Trial) issued on 20 13 (hereinafter referred to as the Guidelines (Trial)). During typhoons yellow, red and orange and the rainstorm in red warning signal, primary and secondary schools, kindergartens and nurseries are closed, so it is suggested that employers stop working.

For many students, it is a headache to attend classes in case of typhoon and rainstorm. According to the "Guidelines (for Trial Implementation)", all primary and secondary schools, kindergartens and nurseries in the city, regardless of the size of the area, will be ordered to suspend classes during the period when the Shenzhen Meteorological Bureau (Taiwan) issues warning signals of meteorological disasters such as typhoon yellow, orange, red and rainstorm red in any area of the city. Schools should assign special personnel to protect students and children who arrive at the school (park), and Shenzhen Education Bureau will not issue a notice of suspension.

For employers outside special industries such as public transportation, water supply, power supply and gas supply, which are necessary for emergency rescue and disaster relief, medical treatment and ensuring residents' basic life, it is suggested that employers stop working after the release of typhoons yellow, orange and red warning signal by Shenzhen Meteorological Observatory. When the rainstorm red warning signal takes effect, it is suggested that the employer stop work or postpone work.

It is understood that the trial period of the Guidelines (Trial) is two years, because it provides a more rigorous and detailed action guide for the public to take preventive and defensive measures under different typhoon and rainstorm warning signals.
