Article 87

The competent department of ecological environment of the State Council, together with the relevant departments of the State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government in key areas of national air pollution prevention and control, shall, according to the economic and social development of key areas and the carrying capacity of atmospheric environment, formulate an action plan for joint prevention and control of air pollution in key areas, clarify the control objectives, optimize the regional economic layout, coordinate traffic management, develop clean energy, put forward key prevention and control tasks and measures, and promote the improvement of atmospheric environment quality in key areas.
