Health rescue group: it is composed of hospitals and village clinics, with members of the town party Committee (in charge of the hospital) and the hospital president as directors and deputy heads. The task is to rescue the wounded and sick in the disaster area, organize the procurement and mobilization of medical equipment and drugs, and guide the medical and epidemic prevention work; Strengthen the monitoring of disaster areas to prevent the spread of the epidemic; Do a good job in disaster relief and disease prevention propaganda, so that there is no major epidemic after the disaster.

School safety team: it is composed of middle schools, central schools and primary schools, with the members of the town party committee in charge of education as the team leader and the principals of middle schools and central schools as the deputy team leader. Its task is to inform teachers and students of the rain and water situation in time, strengthen various preventive measures, and organize the transfer in time when necessary to ensure the safety of teachers and students; Organize school disaster relief work and restore normal teaching order as soon as possible.

Public security group: composed of police station and village security guards, headed by the director of the police station. The task is to do a good job in public security and ensure the normal order of flood control and emergency rescue; When necessary, according to the instructions of the flood fighting and emergency rescue headquarters, implement traffic control in relevant sections, assist in emergency rescue and force people to evacuate.

Second, voluntary patrol and emergency rescue and disaster relief

According to the urgency and division of responsibilities, members of the emergency team will inform villages and communities of early warning information such as typhoons, rainstorms and floods and possible disasters and dangers in a timely manner by means of telephone, text messages and gongs. When there are signs of disaster or danger, it is necessary to report to the District Flood Control Office in a timely manner.

(2) Emergency inspection

When receiving the severe weather forecast, the person in charge of major water conservancy projects and key parts should be on duty, strengthen inspections, and in case of heavy rain or precipitation, the town emergency team will conduct comprehensive inspections without interruption.

(3) Emergency rescue and disaster relief

According to the magnitude of possible rainstorm, the corresponding measures that relevant departments and responsible persons should take under various circumstances are determined. It is necessary to increase the content of prevention and control of geological disasters in areas prone to geological disasters. The scope and range of requirements should be clear and operability should be strong.

1, important defense status

(1) Enter an important defensive state when one of the following situations occurs:

(1) The rivers within the jurisdiction will flood once every five years, or according to the forecast, they will flood once every ten years.

(2) It is predicted that there will be heavy rain in this area, that is, rainfall of 20. 1-35mm in 3 hours, 25.0-49.9mm in 6 hours, 30.0-69.9mm in 12 hours and 50.0-99.9mm in 24 hours.

(3) It doesn't rain for a long time in mountainous areas prone to disasters; The soil is dry and loose, and it is predicted that there will be heavy rain.

(2) Possible disasters: low-lying areas, landslide-prone areas, geological disaster areas, old adobe houses and bridges will not be dangerous.

(3) defensive measures:

(1) After receiving the deployment, notification or flood or rainstorm forecast from the relevant departments of the District Flood Control and Drought Relief Headquarters, the headquarters will notify the relevant departments and responsible persons to enter the defensive state in time and implement the early warning and defense work;

(2) If the crops that may be flooded are about to be harvested, we should immediately organize the masses to grab the adult fish in the fishing pond to minimize the disaster losses;

(3) Inform people living in low-lying areas to transfer the ground floor property to high-rise buildings (brick-concrete structure buildings), pay close attention to water conditions, strengthen prevention and prepare for evacuation;

(4) Strengthen the monitoring of the prone points of geological disasters, contact the higher authorities in time, and make relevant preventive work and evacuation preparations;

⑤ Supervise the mines and enterprises within their jurisdiction to do a good job in safety inspection and prevention;

⑥ Send people on duty at dangerous sections, bridges, etc. No traffic is allowed to prevent unsafe accidents.

2. State of emergency defense

(1) Enter the emergency defense state when one of the following situations occurs:

(1) Rivers in the area under its jurisdiction flood once every ten years, or it is predicted that it will happen more than once every ten years, but the current water level is once every ten years.

(2) It is predicted that there will be heavy rain in this area, that is, the rainfall will exceed 50 mm in 3 hours, and it will be 24 hours 100.0-250.0 mm 70.0- 140.0 mm;

(3) It doesn't rain for a long time in mountainous areas prone to disasters; The soil is in a dry and loose state, and heavy rain is predicted;

(2) When there are disasters in the important defensive state, there may also be disasters: the areas prone to geological disasters are mainly Huai 'an Village and Maipu Primary School in Fuzhou.

(3) defensive measures:

In addition to being deployed in an important defensive state, it should also:

(1) Organize and mobilize people living in dangerous areas to move to high places or nearby safe places according to the village transfer plan.

(2) Strengthen dike inspection, and handle and report any danger in time.

(3) According to the prevention and control plan of mountain torrents and the instructions of superiors, organize the masses to evacuate from the geological disaster-prone points.

(4) According to the safety inspection, mining enterprises take measures such as personnel transfer and production suspension to ensure safety.

(5) Organize cadres and militia to stand guard in key areas, closely monitor the development of water regime, report any abnormal situation in time, set up warning signs for flooded roads and bridges, prohibit pedestrians from passing, and ensure safety.

3. State of emergency defense

(2) In the case of continuous rain for several days, it is predicted that there will still be heavy rain, that is, the rainfall in three hours exceeds 50mm, the rainfall in 12 hours is 70.0- 140.0mm, and the rainfall in 24 hours is100.0-250.0 mm;

③ In the disaster-prone areas in mountainous areas, it doesn't rain for a long time, and the soil is in a dry and loose state. It is predicted that there will be heavy rain above the magnitude of rainstorm.

(2) When the above floods occur, the places where disasters may occur are: Huai 'an Village and Maipu Primary School in Fuzhou are the main geological disaster-prone areas.

(3) defensive measures:

In addition to the deployment according to the emergency defense state, the following points should be achieved:

(2) according to the established evacuation plan, organize the people in the flooded area to move nearby and do a good job in resettlement;
