The circular stressed the need to strengthen control over key time periods, especially the 23rd of the twelfth lunar month, the Spring Festival, the Lantern Festival and Tomb-Sweeping Day. In view of the prominent key areas and parts of illegal discharge activities within the jurisdiction, it is necessary to deploy key forces, be responsible for division of labor, assign personnel, posts and responsibilities, keep a close eye on them, and timely discover and investigate illegal sales and discharge.

Previously, on June 9, 65438, the Public Security Bureau of Yichuan County, Luoyang City, Henan Province issued the "Announcement on the Notice of the People's Government of Yichuan County on the Total Prohibition of Fireworks and Firecrackers (Draft) for Public Consultation", which showed that the sale and discharge of fireworks and firecrackers were completely prohibited throughout Yichuan County. If it is really necessary to set off fireworks and firecrackers due to special circumstances, it shall be carried out according to the procedures with the consent of the county government. Dengzhou city, Xihua County, Zhoukou City and other places in Henan Province have recently made regulations prohibiting the sale and discharge of fireworks and firecrackers in the whole region.

Recently, Haixing County of Cangzhou City, Hebei Province, Laishui County of Baoding City, Botou City of Cangzhou City, Hebei Province, Yan 'an New District of Shaanxi Province, Guoyang County of Bozhou City, Anhui Province, and Chaisang District of Jiujiang City, Jiangxi Province have all issued policies prohibiting the sale of fireworks and firecrackers in the whole region.

A global ban for a limited time, or an all-day ban in a limited area.

Compared with the full-time ban, some places have stipulated a time-limited full-time ban, or limited areas throughout the year.
