What will happen in foggy days?

According to Dongsen's guidebook, foggy days may occur from September 2 1 day to February 24 (March 2 1 day to August 24 in the southern hemisphere), provided that the weather was fine the day before, but it was not good today (rain/snow), from 5: 00 to 9: 00 in the morning.
