The expert group analyzed the causes of the pollution process in Beijing, Tianjin and Hebei and its surrounding areas: First, the increase in economic activities led to a substantial increase in air pollutant emissions. Especially with the end of the heating season, enterprises that stopped production during the peak production period in winter, especially cement enterprises, resumed production on a large scale. In addition, construction projects in various places have started one after another, and dust such as construction and muck transport vehicles has increased.

Second, the increase in car ownership and usage has led to an increase in pollutant emissions. Third, meteorological conditions continue to be unfavorable, raising the concentration of PM2.5. According to the predictions of many institutions, from April 3 to 7, the temperature in Beijing, Tianjin and Hebei and its surrounding areas will rise, and the humidity near the ground will increase, which is easy to form unfavorable meteorological conditions such as large-scale static stability and high humidity, which has become an important meteorological factor for the sharp increase of PM2.5 concentration.
