The meaning of early warning is as follows:

Early warning refers to the act of sending an emergency signal to the relevant departments to report the dangerous situation according to the laws summarized in the past or possible precursors observed before disasters or disasters and other dangers that need to be guarded against, so as to avoid disasters without knowing or preparing adequately and minimize the losses caused by disasters.

Warning level of major meteorological disasters:

According to the standard of disastrous weather and climate intensity and the degree of casualties and property losses caused by major meteorological disasters, major meteorological disasters are identified as four early warning levels: general (IV), heavy (III), serious (II) and particularly serious (I):

Level 1 early warning:

In the administrative area of a province (autonomous region or municipality) or in the administrative areas of several provinces, the meteorological stations subordinate to the competent meteorological departments forecast the occurrence of disastrous weather and climate processes, and the intensity reached the extreme disastrous weather and climate standards formulated by the competent meteorological departments of the State Council. Or the meteorological level of geological disasters reaches level 5, and the meteorological level of forest (grassland) fire danger reaches level 5.

Secondary warning:

Its intensity reaches the disastrous weather and climate standard formulated by the competent meteorological department of the State Council. Or the meteorological grade of geological disasters reaches Grade 4, and the forest (grassland) fire risk grade reaches Grade 4.

Three-level warning:

Its intensity reaches the disastrous weather and climate standard formulated by the competent meteorological department of the State Council. Or the meteorological grade of geological disasters reaches Grade III, and the meteorological grade of forest (grassland) fire danger reaches Grade III.

ⅳ warning:

Its intensity reaches the disastrous weather and climate standard formulated by the competent meteorological department of the State Council, or the meteorological grade of geological disasters reaches Grade II, and the meteorological grade of forest (grassland) fire danger reaches Grade II.

According to the relevant provisions of the Emergency Plan for Public Emergencies in Dongcheng District of Beijing, Dongcheng District classifies the occurrence of emergencies into four early warning levels from low to high according to the degree of harm, development and urgency, namely, general (level IV), large (level III), serious (level II) and particularly serious (level I), and adopts blue, yellow, orange and level I in turn.

Blue level (level IV): public safety emergencies above level IV are expected to occur, and the events are approaching, and the situation may expand.

Yellow level (level III): It is expected that there will be a major public safety emergency above level III, and the incident is approaching and the situation is expanding.

Orange Level (Level II): It is expected that there will be a major public safety emergency above Level II, which will happen soon and the situation will gradually expand.

Red level (level I): A particularly serious public security incident (above level I) is expected, which may happen at any time and the situation is spreading.
