Decree No.2 of the People's Government of Xinxian County stipulates that the no-fire zone is the area within 300 meters of all forest land and the edge of forest land in Xinxian County. The government order requires that the burning of straw, wheat stubble, weeds, ridges and garbage is strictly prohibited in the no-fire area. Smoking, picnicking, burning paper on graves, burning incense and candles, setting off fireworks and firecrackers, setting off "Kongming Lantern", burning fire to keep warm, driving away bees and animals, burning charcoal, hunting in power grids, etc. It is forbidden to enter the forest area. All activities that may cause forest fires are strictly prohibited. It is necessary to strengthen the supervision and management of children, mental patients and mentally retarded people, otherwise all the consequences arising therefrom will be borne by guardians. All towns and villages should intensify propaganda, organize administrative villages to set up eye-catching fire prevention signs at the main intersections into the mountains, set up fire prevention checkpoints, urge people into the mountains to scan fire prevention codes, designate special personnel to be responsible for key forest areas and key road sections, put an end to all fires into the mountains, strengthen forest fire prevention and fire fighting emergency drills, and enhance emergency response capabilities. The broad masses of cadres and people in the county should actively support and participate in forest fire prevention work, consciously abide by forest fire prevention laws and regulations, and report to the local government or relevant departments immediately if they find illegal use of fire and forest fires. If it is really necessary to use fire in the field due to special circumstances such as pest control, freezing injury, survey and engineering construction, the local people's government shall put forward an application for using fire in the field, report it to the County Forest Defense Office for approval, and report it to the County Forest Tea Bureau for the record.

Violation of this order shall be investigated and dealt with by the relevant departments in accordance with the relevant provisions of the People's Republic of China (PRC) Public Security Administration Punishment Law, the Regulations on Forest Fire Prevention and the Regulations on Forest Fire Prevention in Henan Province. Anyone suspected of committing a crime shall be transferred to judicial organs for criminal responsibility according to law.
