At least half a century ago, London was once a world-famous foggy city. In the first chapter of the novel Bleak House by the British writer Dickens, it is written that there is fog everywhere. Fog hangs over the upper reaches of the river and floats between green islands and grasslands; Fog hangs over the lower reaches of the river, and in this big and dirty city, it rolls between the rows of ships and the filth along the river until it becomes dirty itself. " (Shanghai Translation Publishing House, 1979, P5) Of course, the fog in London is not a "fog lost in the tower, the moon lost in the maze" written by Qin Guan, a poet in the Song Dynasty, but a kind of toxic smog.

The fog in London, for Dickens, may be "the fascination of the authorities." It's hard to believe that in the 1990s, two China officials played the role of "bystanders" and became witnesses to the fog and haze in London. What is commendable is that they also recorded the scenes and impressions at that time with words and poems.

1890 February 1 day (12th day of the first month in the 16th year of Guangxu reign of Qing dynasty), the French ship "Irava Nuo". It was named after the Irrawaddy River in Myanmar flowed out of Wusongkou. There are two famous figures in China's modern history on board, one is Xue Fucheng and the other is Huang Zunxian. 1840, Xue Fucheng was the sixth minister of the Qing government to Britain after the great powers opened their doors. Xue Fucheng's trip is not only about consular establishment, Yunnan-Myanmar border, borrowing talents and other issues.

Xue Fucheng, who just arrived in London, felt this way: "The smoke emitted by millions of households in London is shrouded in fog and cannot be dispersed at once.
