Regulations of Chongqing Municipality on Meteorological Disaster Prevention (revised on 20 17)
Meteorological disasters mentioned in these Regulations refer to disasters caused by rainstorm, drought, strong wind, thunder and lightning, hail, high temperature, low temperature, continuous rain, fog, heavy snow, cold wave and frost.
Where other local laws and regulations of this Municipality have other provisions on the prevention of derivative and secondary disasters caused by meteorological factors such as floods and droughts, geological disasters and forest fires, such provisions shall prevail. Article 3 The prevention of meteorological disasters shall follow the principles of people-oriented, scientific defense, overall planning and comprehensive disaster reduction, and adhere to government-led, departmental linkage, graded responsibility and social participation. Article 4 The people's governments of cities, districts and counties (autonomous counties) shall strengthen the organization and leadership of meteorological disaster prevention, establish and improve the coordination mechanism of meteorological disaster prevention, incorporate meteorological disaster prevention into the national economic and social development plan at the corresponding level, and incorporate the required funds into the fiscal budget at the corresponding level.
Township (town) people's governments and sub-district offices shall organize and carry out meteorological disaster prevention knowledge publicity, emergency response, information transmission, disaster reporting and assistance in disaster investigation within their respective administrative areas. Article 5 The competent meteorological departments of cities, districts and counties (autonomous counties) shall be responsible for the monitoring, forecasting and early warning of severe weather, as well as the organization and management of meteorological disaster risk assessment, climate feasibility demonstration, lightning disaster prevention, weather modification and other meteorological disaster prevention.
City, county (Autonomous County) development and reform, agriculture, water conservancy, land and housing management, forestry, urban and rural construction, transportation, environmental protection, safety supervision, fire protection, urban and rural planning, urban management, education, communications and other departments and emergency agencies shall, according to their respective functions and duties, do a good job in meteorological disaster prevention. Article 6 Citizens, legal persons and other organizations have the obligation to participate in the prevention of meteorological disasters, improve their awareness of risk prevention and their ability to avoid disasters, and actively carry out self-help and mutual rescue after meteorological disasters.
The people's governments of cities, districts and counties (autonomous counties) shall commend and reward organizations and individuals that have made outstanding contributions to the prevention of meteorological disasters. Article 7 The Municipal People's Government shall organize research on the occurrence mechanism, monitoring, forecasting, early warning, defense and risk management of meteorological disasters, encourage technological innovation, popularize advanced and applicable technologies, support technical exchanges and cooperation at home and abroad, strengthen the standardization and standardization of meteorological disaster prevention, and improve the ability of meteorological disaster prevention. Article 8 People's governments at all levels and relevant departments shall organize and popularize meteorological disaster prevention knowledge in various forms, so as to improve the public's awareness of disaster prevention and mitigation and their ability of emergency avoidance.
Schools should incorporate meteorological disaster prevention knowledge into education content, and cultivate and improve students' awareness of meteorological disaster prevention and their ability of self-help and mutual rescue. Education, meteorology, science and technology departments should give guidance and supervision. Chapter II Planning and Construction Article 9 The people's governments of cities, districts and counties (autonomous counties) shall organize competent meteorological departments and other relevant departments to carry out meteorological disaster surveys regularly, establish a meteorological disaster database, conduct meteorological disaster risk assessment, and prepare meteorological disaster risk zoning according to the distribution of meteorological disasters and the results of meteorological disaster risk assessment.
Meteorological disaster risk assessment shall include the following contents:
(a) the historical and geographical distribution characteristics of meteorological disasters;
(2) Analysis of the types and risk levels of meteorological disasters that may be suffered;
(3) Countermeasures and technical and economic analysis of meteorological disaster risk control;
(4) The conclusion of meteorological disaster risk assessment. Article 10 The people's governments of cities, districts and counties (autonomous counties) shall organize competent meteorological departments and other relevant departments to formulate meteorological disaster prevention plans within their respective administrative areas.
Meteorological disaster prevention planning shall include the following contents:
(a) the analysis and prediction of the trend of meteorological disasters and the present situation of defense work;
(two) the principles, objectives and main tasks of meteorological disaster prevention;
(three) meteorological disaster risk prone areas and defense layout;
(four) the construction of key national defense projects and safeguard measures;
(5) Other contents stipulated by laws and regulations. Eleventh city, district and county (Autonomous County) people's governments and relevant departments should strengthen meteorological disaster prevention, monitoring, forecasting, early warning, information release and dissemination and other meteorological disaster prevention infrastructure and information system construction, do a good job in meteorological disaster prevention. Twelfth any organization or individual shall not occupy, damage or move meteorological disaster prevention facilities without authorization.
Meteorological disaster prevention facilities are damaged, the local people's government and relevant departments or meteorological disaster prevention facilities management units shall take timely measures to repair, to ensure the normal operation of meteorological disaster prevention facilities. Thirteenth radio management departments should arrange special channels and channels for meteorological radio to ensure the transmission of meteorological disaster information.
