Article 2 Anyone who engages in meteorological disaster prevention activities within the administrative area of ??the autonomous region must abide by these regulations. Article 3 Meteorological disasters as mentioned in these regulations refer to weather and climate disasters and their secondary and derivative disasters.

Weather and climate disasters, including drought, heavy rain (snow), strong winds, sandstorms, cold waves, hail, frost, low temperature chilling damage, freezing disasters, continuous rain, thunder and lightning, high temperature heat waves, dry and hot winds, heavy fog, Disasters directly caused by tornadoes, haze, etc.

Meteorological secondary and derivative disasters include landslides, debris flows, plant diseases and insect pests, forest and grassland fires, toxic gases, environmental pollution and other disasters caused by meteorological factors.

Meteorological disaster prevention refers to meteorological disaster monitoring, forecasting, early warning, prevention, emergency response, rescue and supervision and management activities. Article 4 Meteorological disaster prevention work shall adhere to the principles of people-oriented, overall planning, prevention first, combination of prevention and control, and scientific defense. Article 5 People's governments at or above the county level shall strengthen leadership over meteorological disaster prevention work, establish and improve the coordination mechanism for meteorological disaster prevention work, incorporate meteorological disaster prevention work into the national economic and social development plan of the same level, and include the required funds in the same level. financial budget, and increase investment accordingly according to the needs of economic and social development and meteorological disaster prevention. Article 6 The meteorological authorities at or above the county level are responsible for the monitoring, forecasting and early warning of meteorological disasters within their respective administrative regions, and organize and manage climate feasibility demonstration and assessment work in accordance with the law; assist relevant departments in monitoring and forecasting secondary and derivative meteorological disasters , early warning and disaster reduction work.

The development and reform, natural resources, public security, civil affairs, water conservancy, agriculture and rural areas, forestry and grassland, housing and urban and rural construction, transportation, education and other relevant departments of the people's governments at or above the county level shall divide their work according to their responsibilities. We must work together to prevent meteorological disasters in accordance with the law.

Meteorological disaster monitoring stations should accept the guidance, supervision and industry management of their meteorological work from the meteorological authorities. Article 7 People's governments at or above the county level shall support and encourage scientific and technological research on meteorological disaster prevention, publicize and popularize knowledge on meteorological disaster prevention, promote advanced meteorological disaster prevention technologies, and incorporate them into the local science and technology development plan. Article 8 Citizens, legal persons and other organizations shall participate in meteorological disaster prevention work, enhance awareness of preventing meteorological disasters, and improve emergency response capabilities such as risk avoidance, disaster avoidance and mitigation, self-rescue and mutual rescue, etc.

Encourage citizens, legal persons and other organizations to protect against meteorological disaster risks through commercial insurance and other forms.

People's governments at all levels or meteorological authorities should commend and reward units and individuals that have made outstanding contributions to meteorological disaster prevention. Chapter 2 Defense Planning and Facilities Article 9 People's governments at or above the county level shall organize meteorological authorities and other relevant departments to prepare this administrative plan based on disaster distribution, prone areas, main disaster-causing factors and meteorological disaster prevention plans at the higher level. Regional meteorological disaster prevention planning; conduct regular meteorological disaster surveys, formulate and improve disaster prevention and reduction measures, and make emergency infrastructure construction plans to prevent meteorological disasters.

Meteorological authorities at or above the county level shall work with relevant departments to formulate construction plans for meteorological disaster monitoring, forecasting, early warning and other facilities, and submit them to the people's government at the same level for approval before implementation. Article 10 Meteorological disaster prevention planning shall include the following contents:

(1) Principles and objectives and tasks of meteorological disaster prevention;

(2) Current status, impact assessment and development trends of meteorological disasters ;

(3) Meteorological disaster-prone areas, prone periods and key defense areas;

(4) Classified defense requirements for meteorological disasters;

( 5) Construction and management of meteorological disaster prevention engineering facilities;

(6) Non-engineering measures for meteorological disaster prevention;

(7) Other contents that should be included in the defense plan. Article 11 Meteorological disaster prevention planning shall be a mandatory content of city overall planning and town overall planning.

The preparation of regional and river basin construction, development and utilization plans, as well as special plans for industry, agriculture, animal husbandry, forestry, water conservancy, transportation, aviation, tourism, communications, energy, environmental protection, and natural resource development and utilization, shall comply with Relevant requirements for meteorological disaster prevention planning. Article 12 People's governments at or above the county level shall strengthen the construction of comprehensive monitoring, forecasting, early warning and emergency response infrastructure for meteorological disasters.

Establish and improve meteorological disaster management systems in key areas prone to meteorological disasters, forest areas, mining areas, tourist areas, and important facilities such as power, communications, transportation, energy, water conservancy, and key national and autonomous region projects. Monitoring stations and meteorological detection facilities, and build emergency mobile meteorological disaster monitoring facilities according to the needs of meteorological disaster prevention work.

Set up facilities for receiving and broadcasting meteorological disaster early warning information in densely populated places in cities and villages.

Airports, stations, highways, tourist attractions and other places should be equipped with the conditions for receiving and broadcasting meteorological disaster early warning information.

Article 13 The people's governments at or above the county level shall strengthen the leadership and coordination of weather modification work, establish and improve weather modification emergency operation mechanisms, and forest fires are prone to occur in water source areas in large and medium-sized reservoirs, urban water supply and industrial and agricultural water shortage areas. , frequent disaster areas, areas with high incidence of drought and hail disasters, establish artificial weather modification operation points and supporting infrastructure.
