Cut bamboo when it rains, will it bloom?

Artificial felling of bamboo, no matter what the weather, will not lead to bamboo flowering. On the contrary, cutting down old bamboo regularly can prolong the life of the whole bamboo forest. When a flowering bamboo stalk is found in a bunch of bamboo, it can be cut off to prevent the whole bunch of bamboo from flowering and dying.
