Enterprises, institutions, social organizations, residents' committees, villagers' committees and property service enterprises shall cooperate with the propaganda work of setting off fireworks and firecrackers according to law.

Schools, kindergartens and other educational institutions and guardians of minors shall educate minors on the safe discharge of fireworks and firecrackers according to law.

Newspapers, radio, television, internet and other news media should carry out public welfare propaganda of setting off fireworks and firecrackers according to law.

Ten, residents' committees, villagers' committees and owners' committees may convene residents' meetings, villagers' meetings and owners' meetings, formulate conventions (statutes) on matters related to the discharge of fireworks and firecrackers in this residential area according to law, and organize the implementation and supervise the implementation.

Thirteen, in the area and time allowed to set off fireworks, units and individuals are encouraged to put less or no fireworks.

State functionaries shall abide by the laws, regulations and relevant provisions on the management of fireworks and firecrackers.

Encourage the voluntary service activities of setting off fireworks and firecrackers according to law.

Fourteen, any unit or individual has the right to report the illegal discharge and sale of fireworks and firecrackers to the public security organs and emergency management departments. After receiving the report, the relevant departments shall promptly investigate and deal with it, and if it is verified, reward the informer.

15. Anyone who, in violation of the provisions of this circular, sets off fireworks and firecrackers in an area, place or time where fireworks and firecrackers are prohibited, or sets off fireworks and firecrackers in a way that endangers public safety and personal and property safety, shall be ordered by the public security organ to stop the discharge, and shall be fined from 300 yuan to 500 yuan; Those who violate the administration of public security shall be punished according to law.
