Tianjin meteorological regulations

Article 1 These Regulations are formulated in accordance with the Meteorological Law of People's Republic of China (PRC) and other relevant laws and regulations in order to develop meteorological undertakings in this Municipality, standardize meteorological work, accurately and timely issue meteorological forecasts, prevent meteorological disasters, rationally develop, utilize and protect climatic resources, and give full play to the role of meteorological work in serving economic construction, social development and people's lives. Article 2 Activities such as meteorological observation, forecasting, service, meteorological disaster prevention, development and utilization of climatic resources, meteorological scientific and technological research and meteorological information dissemination in the administrative area of this Municipality and its adjacent sea areas shall abide by these regulations. Article 3 The competent meteorological departments of cities, districts and counties shall be in charge of meteorological work in their respective regions under the leadership of the competent meteorological departments at higher levels and the people's governments at the corresponding levels.

Meteorological work in areas where there is no competent meteorological department shall be the responsibility of the municipal competent meteorological department.

Other administrative departments shall, in accordance with their respective responsibilities, do a good job in related work. The main duties of the fourth municipal meteorological authorities are:

(a) to formulate local meteorological development plans and plans, and organize their implementation after approval by the Municipal People's government;

(two) to organize the joint monitoring and forecasting of major disastrous weather across regions and departments within their respective administrative areas, and provide decision-making basis for the Municipal People's Government to defend against meteorological disasters;

(three) under the leadership and coordination of the Municipal People's government, responsible for the management, guidance and organization of the implementation of weather modification work;

(four) to organize and manage the lightning disaster prevention work, formulate the lightning disaster protection device detection plan, identify and supervise the qualification level of the lightning disaster protection device detection unit;

(five) to manage the enjoyment and use of meteorological data, and to manage the release of public meteorological forecasts, severe weather warnings and professional meteorological forecasts;

(six) to organize the investigation of climate resources and climate zoning, put forward suggestions on the development, utilization and protection of climate resources, and provide decision-making basis for the rational development, utilization and protection of climate resources in this Municipality;

(seven) to manage the construction of meteorological facilities, examine and approve the adjustment scheme of meteorological stations according to their functions and powers, review the construction projects of important meteorological facilities, and protect meteorological facilities and meteorological observation environment according to law;

(eight) the management of foreign meteorological activities in this Municipality;

(nine) other duties as prescribed by laws and regulations and other matters entrusted by the competent meteorological department of the state and the Municipal People's government.

The main responsibilities of the district and county competent meteorological departments shall be stipulated by the municipal competent meteorological department in conjunction with the local people's government in accordance with the provisions of the preceding paragraph and in light of local actual conditions. Article 5 The municipal, district and county people's governments shall strengthen their leadership in meteorological work, determine local meteorological projects according to the needs of social and economic development, and incorporate local meteorological projects into the national economic and social development plan and financial budget at the same level.

Local meteorological projects refer to meteorological exploration, communication, early warning, disaster prevention and mitigation, scientific and technological research and other projects that are not uniformly distributed by the state and serve the local areas, mainly including:

(a) to provide comprehensive meteorological services for the rational development, utilization and protection of offshore resources and port construction in this Municipality;

(two) urban environmental meteorological service projects to ensure urban construction and people's lives;

(three) the development of agricultural meteorological information and rural meteorological service projects for agricultural production;

(4) Meteorological disaster prevention and mitigation projects to prevent and mitigate meteorological disasters;

(five) other projects determined by the municipal, district and county people's governments. Article 6 The municipal, district and county people's governments shall encourage and support meteorological science and technology research, meteorological propaganda and popularization of meteorological science knowledge, train meteorological talents, popularize advanced meteorological science and technology, protect meteorological scientific and technological achievements, strengthen international meteorological cooperation and exchanges, develop meteorological information services and improve meteorological work level. Article 7 The municipal, district and county people's governments shall delimit the scope of environmental protection for meteorological observation of meteorological stations included in the city's meteorological station network according to law, and incorporate it into the city planning.

Planning, construction and other administrative departments shall, in accordance with their duties, protect the meteorological observation environment in accordance with state regulations. Article 8 Without approval, no organization or individual may move the meteorological stations listed in this Municipality's meteorological station network.

If it is really necessary to relocate a meteorological station, it shall be approved by the competent meteorological department according to law and meet the following conditions:

(a) due to the implementation of urban planning or national key projects need to be relocated;

(2) The new site of the selected meteorological station meets the requirements of the national meteorological construction layout and meteorological observation environment;

(three) according to the provisions of the state, the old and new meteorological stations need to be compared and observed, and the construction project can only be started after the observation period expires;

(four) the relocation expenses of meteorological stations and facilities have been implemented;

(5) Other conditions stipulated by the state and this Municipality. Article 9 Public meteorological forecasts, severe weather warnings and weather fact bulletins shall be issued uniformly.

Meteorological offices and stations subordinate to the municipal, district and county competent meteorological departments shall, in accordance with their duties, timely release public meteorological forecasts, timely release severe weather warnings and timely supplement or revise them according to weather changes, and timely release weather fact bulletins. No other organization or individual may publish public meteorological forecasts, severe weather warnings and meteorological fact bulletins to the society.

Illegal release of public meteorological forecasts and severe weather warnings to the public shall be given a warning by the competent meteorological department and ordered to make corrections; Those who refuse to make corrections may be fined up to 50,000 yuan.
