It is urgent to take strong emergency management measures on the basis of increasing the prevention and control of air pollution to slow down the degree of heavy pollution and ensure public health.

The people's governments of all provinces (districts) shall formulate emergency plans at the corresponding level according to the actual situation of heavily polluted weather in their respective jurisdictions, and their emergency plans shall be coordinated with the urban emergency plans in their respective jurisdictions, highlighting organization, coordination and joint defense.

Enterprises and institutions shall incorporate the relevant contents of dealing with heavy polluted weather into the emergency plan for sudden environmental incidents of their own units.

Third, respond quickly and make early warning and response.

After the release of regional early warning information and provincial early warning information, relevant provinces (autonomous regions) and municipalities will start emergency response according to their respective emergency plans.

After the early warning is lifted, the local people's government shall timely terminate the emergency response according to the emergency plan.

(7) Strengthen the implementation of various emergency measures. When heavy polluted weather occurs, the personnel of the emergency work leading and commanding organization of the local people's government will be quickly in place to dispatch and direct emergency work. The government and relevant departments should collect and judge relevant information, and increase and strengthen relevant measures according to the development of the situation and the main causes of pollution; Organize on-site supervision and inspection of the implementation of various emergency measures in the special implementation plan; Increase the frequency of air quality information and early warning information to facilitate the public to understand the pollution situation and take emergency measures. The environmental protection departments of all provinces (autonomous regions and municipalities) should do a good job in submitting information, and submit the causes, degree, scope and measures of pollution to the Ministry of Environmental Protection (emergency office) in writing.

The people's governments of provinces (autonomous regions and municipalities) should incorporate the emergency management of heavily polluted weather into the detailed rules for the implementation of local air pollution prevention and control action plans or other provisions, and decompose all the work of emergency management into relevant departments and local people's governments under their jurisdiction, and make specific provisions for those who fail to effectively deal with heavily polluted weather, especially persistent and serious pollution, due to ineffective work and inadequate responsibilities.

The people's governments of all provinces (autonomous regions and municipalities) shall organize supervision, organization and environmental protection departments to supervise and inspect the work related to emergency management of heavy polluted weather, and strictly investigate the responsibilities of local people's governments, competent departments and enterprises and institutions under their jurisdiction that fail to implement various emergency measures according to regulations.
