Huaibei refers to the area north of Huaihe River, and to a small extent refers to Suzhou, Huaibei, Bengbu, Fuyang and Bozhou north of Huaihe River in Anhui Province. Generally speaking, the northern part of Huaihe River Basin includes Xinyang, Zhumadian, Zhoukou, Shangqiu and Yongcheng in Henan, Xuzhou, Lianyungang and Suqian in Jiangsu.

Geologists in China regard the Qinling Mountains and Huaihe River between the Yangtze River and the Yellow River as the north-south dividing line in eastern China. This boundary is in Gansu, Shaanxi and Henan provinces, and basically runs along the east-west direction of Qinling and Funiu Mountain. It turns southeast in Fangcheng County, enters Anhui via Banqiao to the east, and then extends into the sea along the main stream of Huaihe River to the main irrigation canal in northern Jiangsu, with a total length of about 1.700 km.

There are obvious differences between the north and south sides of this line in climate, hydrology, soil, vegetation, agricultural production, folk customs and so on. Climatically, it is the dividing line (zero isotherm) between subtropical zone and warm temperate zone in China.

Its south side belongs to subtropical zone, the average temperature in Leng Yue is not lower than 0℃, the rainy season is longer, and the annual average precipitation is 750 ~ 1300mm. Its north side belongs to warm temperate zone, with hot Leng Xia in winter and distinct seasons. The average daily temperature is lower than 0℃ in the cold period, generally more than 30 days, the rainy season is short, and the annual precipitation is generally below 800 mm. From the climatological point of view, the dividing line between the north and the south of China is not immutable. Climate experts predict that the reason is due to global warming.
