The total cultivated land area of the town is 18767 mu, and the mountainous area is 228,000 mu, including 4 133 mu of tea, 0/500 mu of water bamboo, and 0/000 mu of Trichosanthes kirilowii. Crops are mainly rice and wheat. The cash crops mainly include tea, Trichosanthes kirilowii, hickory and water bamboo. The mountains in xx area are steep and have abundant rainfall. The elevation of the main peak xx is 1729. 13m, which is one of the main peaks in Dabie Mountain. This is the watershed between the Yangtze River and Huaihe River, and also the source of Xipi River, a tributary of Huaihe River, which is easy to cause floods in flood season. From 6: 00 on June 30th to 6: 00 on July 6th 1, the heaviest rainfall occurred in xx area since Anhui Province had its own hydrometeorological records, and the rainfall lasted until July 6th. This once-in-a-century catastrophic flood disaster has caused great losses to various infrastructure and mass houses in xx town. I. Disaster situation

The affected population in the town is about 6.5438+0.7 million, and the direct economic loss due to the disaster is 303 million yuan, and the indirect economic loss is 65.438+0.45 billion yuan (tourism).

1. Housing disaster. As of July 12, the whole town has moved 1485 households with 3,742 people and 1629 households with 3,375 affected houses, involving more than 4,000 people. There are 228 households with 353 people (including 97 poor households with 289 people). 359 rooms in 203 households were seriously damaged, and 2,679 rooms in 1089 households were generally damaged. 403 households are in urgent need of reconstruction, with a loss of 27 million yuan.

2. agriculture. This round of floods caused crops in the whole town to suffer 15682 mu, including 8 188 mu of rice, 435 mu of corn, 3,849 mu of alpine vegetables and 32 10 mu of Chinese herbal medicines. The harvest was 4409 mu, including rice 1.856 mu, corn 1.75 mu, Chinese herbal medicine 248 mu, and alpine vegetables 2 1.30 mu. The aquaculture industry lost 34 pigs, 8 cows and 42 sheep/kloc-0, and the direct economic loss of agriculture reached 38.8052 million yuan.

3. Water conservancy. According to the verified statistics, the flood caused huge losses in farmland water conservancy projects in our town, and almost all small water conservancy projects (except ponds) were washed away. 75 dikes of major rivers collapsed 2 100 m, retaining dams washed away channels 120 m, diversion canals washed away 7900 m, key drinking water projects were damaged 15, dikes of small and medium-sized rivers were damaged in thousands, and Dangjiatang was damaged in 85 places.

4. transportation. The flood caused great losses to the traffic in our town. The road became a river, the bridge was completely destroyed, the pavement of the national 12 expressway was washed away, and 27 retaining walls and guardrails collapsed. 5. Forestry. Landslides and debris flows damaged forest land area of 26 10 mu, and water-damaged wood 1600 cubic meters. According to 1000 yuan/mu, the loss of forest land and trees is nearly 3 million yuan. In 20 13-20 16, the forest area was 3,878 mu, the area damaged by water reached 960 mu, and the loss was 480,000 yuan. Especially in Yangshan Village and Sihe Village, the afforestation of 20 15-20 16 Carya cathayensis was seriously damaged, with a loss of nearly 600,000 yuan. In terms of farmers' collective economic losses, the Yutan nursery of Xiyuan hickory cooperative in xx town was partially destroyed, resulting in a loss of 1.5 million hickory grafted seedlings and partial damage to hickory seedlings, worth more than 400,000 yuan. The Yellow River base of Lvye Chinese Herbal Medicine Cooperative was damaged by water, with an area of nearly 1.50 mu and a loss of nearly 350,000 yuan. Xx Town Youlian Nursery Cooperative undertakes the seedling raising of Yingshanhong project in the county. 6. Tourism. The scenic spots, scenic spots, tourist hotels, inns, farmhouses, etc. in xx Town have all been flooded to varying degrees. Among them, there are 7 scenic spots and road collapses in xx city, with a landslide volume of about 3,500 cubic meters and 5 road collapses, including 2 large collapses. The bridge deck at Baima Grand Canyon 1 is about 10m, the sightseeing trail is 300m, the safety guardrail is about 300m (including the main scenic spot), and the slope protection at the parking lot entrance bridge 1 is about 500m2. The safe passage of Tianshui drifting was damaged by 2 kilometers, the river course was 3,800 meters, and 9 dams and 5 revetments were 30 meters.

More than half of the hotels, restaurants and farmhouses were flooded, including 8 hotels (Jinma, Dabie Mountain, Tiantai, Mantianxing, Business Hotel, Yunfeng, Duoyunshan and Jintian). During the period from July 1 to July 10, there were 18 travel agencies in this town, and about13,000 people were forced to cancel their trips due to the flood, among which (5,000 people from Shunda Travel Agency, 2,000 people from Spring and Autumn Reception Center, Shuiyuntian Travel Agency 1500 people, Shunda Travel Agency). The flood caused direct economic losses of about 56.8 million yuan to xx tourism enterprises.

7. environmental protection. The flood caused all the environmental protection projects in the town to be damaged to varying degrees. The domestic sewage treatment station 1 set of TBO tank, 1 set of denitrification tank and 1 set of lifting shaft in Qian Fan Village Xia Fan Formation were damaged, and 1 set of regulating tank and 1 set of sedimentation tank were blocked by mud; In-station power distribution system 1 set, control system 1 set, 3 pumps, fans 1 set, pipe network 45 meters damaged, denitrification tank 1 set of domestic sewage treatment station in Qian Fan Village Nanhe Formation damaged, retaining dam 30 cubic meters, backfill soil 360 cubic meters, and electric box 1 set. The domestic waste transfer station of Houhe Formation in Qian Fan Village was completely destroyed; Forty new garbage pools along Tongzu Highway in seven administrative villages were destroyed by floods, and 30 garbage bins along towns and highways were washed away by floods, resulting in a loss of 8 million yuan.

8. Power communication. The flood caused 37 broken poles of high-voltage lines, damaged transformers 1 set, high-voltage wires 1km, high-voltage cables 130m, low-voltage lines 106, broken wires10.5km at 120, and damaged cables 3. Telecommunication pole lines, 5 sections from xx Town to Heyanzi Town, 6 sections from xx Town to Wudian Town, and 2 sections from Huanghe Bridge to Mazongling, totally destroyed 33.7 kilometers of trunk optical cables, 89 kilometers of optical cables at customer end, destroyed about 174 optical fiber cores, 586 cement poles, returned 23 CDMA base stations, 65,438 administrative villages and about 350 hotels. The mobile company's base station was cut off and the optical cable was damaged, which caused the whole town 16 2G base stations and 24 4G base stations to stop transmitting signals, and the estimated loss was120,000 yuan.

9. Radio and television. 35 cable poles were damaged, about 1 1 km trunk cables and 8.5 km village-specific cables, among which 8 6.5 km poles were scrapped, with a loss of 500,000 yuan.

Second, the disaster relief situation

After the disaster, the cadres in our town fought continuously, quickly organized flood fighting and disaster relief, resumed production, and all kinds of relief materials were in place first. Since July 4th, our town has received relief materials 15 from higher authorities and caring people from all walks of life, including donations of 12 10000 yuan (2,000 yuan from the Spring Rain Charity Association) and about 80,000 yuan for rice, pork, oil, mineral water, quilts, instant noodles and vegetables. Ten working groups, including comprehensive coordination service group, infrastructure emergency repair group, health and epidemic prevention group, emergency rescue support group, Tuguan urban construction planning group, social stability comprehensive management group, agricultural production guidance group, news and publicity report group, civilization creation group and discipline supervision and inspection group, have been established, with strict discipline and responsibility to people. Under the unified dispatch of the headquarters, township cadres went all out to carry out rescue and disaster relief and post-disaster reconstruction. Strictly implement the duty system of leading group members, closely monitor the rain and water conditions, and issue early warning information in time; All the deployed personnel went deep into the front line of disasters, commanded from the front, and guided and led the public to carry out disaster investigation and nuclear disaster relief operations; Arrange special personnel to coordinate the emergency repair, transfer and resettlement, emergency rescue and disaster relief, material deployment and other work of the "four links".

2, people-oriented, rapid transfer and resettlement. Always regard ensuring people's life safety as the primary task of flood fighting and emergency rescue. All the town and village cadres set up seven resident working groups, and together with all the village cadres, they went deep into the front line to carry out dragnet-type investigation, and checked door by door, so as to find people from door to door, meet them from door to door, and listen to them from door to door, especially for geological disasters and their hidden dangers, as well as key groups such as five-guarantee households, low-guarantee households, households with dangerous houses, poor households with files and lonely elderly people, so as to meet people, make rounds and see the environment, and ensure that by visiting relatives and friends, we can concentrate. The whole town * * * relocated 1.485 households with 3,742 people. At the same time, give timely life assistance to the people in need after the disaster. The whole town distributed 5,000 Jin of rice, 0/300 boxes of mineral water/kloc-0, 40 barrels of cooking oil, 0/00 tents, 0/50 beds of quilts/kloc-0, 200 boxes of instant noodles and 8,000 Jin of vegetables to ensure food safety.

3. Make accurate efforts to investigate nuclear disasters in time. After the disaster happens, the comprehensive coordination service group is responsible for the real-time statistics of the disaster situation in the whole town and the statistical data that the higher authorities need to report. Each village verifies the disaster situation by region, section by section and field by field. Every day, the village party secretary reports 1 disaster investigation and nuclear disaster work to the town headquarters, and reports disaster statistics with detailed disasters every night, laying a solid foundation for post-disaster reconstruction.

4. Overcome difficulties and speed up the repair of the "four links". Traffic. Organize 13 large-scale machinery to repair Tianban Road, Yantian Road main service road and village-level main road, and resume traffic; Mobilize the masses to raise funds for compensation, restore regimental highways by themselves, set warning signs for special sections that cannot be restored in the short term, and do a good job in security engineering; Water conservancy Actively carry out self-help in water conservancy production, restore a small amount of damaged farmland, make up for summer in autumn, repair some slightly damaged Dangjiatang and market towns, and take temporary emergency measures to ensure temporary water use; Communication. 5, extensive and in-depth, to carry out self-help production. Town and village cadres went deep into farmers' fields for the first time to check the production and disaster situation, master the first-hand disaster situation, and report the disaster data in time; Agricultural technicians and animal husbandry technicians immediately carried out technical guidance on restoring agricultural production, went deep into agricultural enterprises, farmers' cooperatives and breeding bases, carried out technical guidance on crop classification, and mobilized the masses to help themselves in production; Strengthen contact with meteorological, insurance and other departments, grasp the weather changes in advance, do a good job in agricultural meteorological forecasting, contact and urge insurance companies to carry out disaster investigation and loss assessment as soon as possible, and minimize the losses caused by disasters to farmers and agricultural production. Step up efforts to find out the forest losses of farmers in public welfare forests and commercial forests, and report the disaster situation to the county forestry authorities and insurance companies in a timely manner while arranging cooperatives to do a good job of self-help in production.

6. Pay attention to prevention and do a good job in post-disaster epidemic prevention. With the help of the county health planning commission, the staff of the town health center strictly standardized the construction of intestinal outpatient service and the monitoring of infectious diseases, and did a good job in clinical treatment and epidemiological investigation and disposal. The health and epidemic prevention department of Lianhe County disinfected the living quarters and key areas of health and epidemic prevention, and carried out irregular inspection and disinfection of drinking water in the waterworks. At the same time, propaganda vehicles were dispatched for all-weather publicity, health and epidemic prevention publicity materials were printed and distributed, knowledge of disease prevention after disasters was widely popularized, public awareness and ability of disease prevention were effectively improved, patriotic health campaigns were vigorously carried out, and the post-disaster environment was comprehensively and centrally rectified to ensure post-disaster health and safety and clean environment.

7, serious discipline, strengthen patrol duty. At present, it is in the main flood season, and the town party committee and * * * require all villages and units to continue to strengthen flood control duty, and do a good job of patrol on duty according to the duty watch, so as to ensure patrol no matter whether it rains, and it is strictly forbidden to leave without leave or leave without leave. In case of rain and waterlogging, members of the contact village group and cadres stationed in towns and villages must go to the village for guidance, report the disaster situation in time, and deal with it quickly and effectively in case of danger and disaster.

First, the situation of the affected outlets within the jurisdiction.

There are 52 outlets in the whole society. Although the business premises did not collapse, the water pipes and water meters in some outlets and employees' homes were frozen and cracked, and the floors and walls of some employees' homes were damaged to varying degrees. Credit cooperatives and employees have suffered and borne economic losses.

Second, the "three guarantees" work after the disaster and during the Spring Festival.
