District safety supervision stations and relevant units shall, in accordance with the principle of "prevention first and comprehensive treatment", take practical and effective measures according to the division of responsibilities and the actual work, improve the supervision and management mechanism, and do a good job in the control of construction dust.

The muck transport unit shall establish a management system and relevant measures for the prevention and control of dust pollution caused by the transportation of engineering muck (construction waste), use vehicles that meet the requirements, and strengthen the management of vehicles and personnel.

(5) Strengthen information submission.

The district safety supervision station shall do a good job in submitting information, and submit the Statistical Table on the Progress of Special Dust Control on Construction Sites (Annex 1) to the Office of the Leading Group for Special Dust Control of Urban and Rural Construction Committee.

The second part of the dust control work plan implements the relevant deployment requirements of the state and the province on the prevention and control of air pollution, and further promotes the dust control work of housing construction and municipal engineering construction in our province. The following plans are specially formulated.

I. Guiding ideology

3. The supervision unit shall make good preparations for the construction site, urge the construction unit to strictly implement various dust prevention and emergency measures, and report relevant illegal acts to the housing construction department or the safety supervision institution in a timely manner.

(two) the implementation of construction dust control measures.

1. Measures such as dustproof facilities and devices shall be strictly implemented in the construction site. The housing construction site must be closed with the enclosure of the construction site, and the height of the main sections of the urban area is not less than 2.5 meters; The height of the site for general road sections shall not be less than1.8m. Encourage the construction site to install dustfall devices such as spraying or spraying on roads, fences and scaffolding; Encourage the installation of air quality detectors and other devices on the construction site.

2. Implement construction waste consumption control measures. The construction waste and domestic waste on the construction site should be stored in a closed garbage station and removed from the site in time. When cleaning up garbage on floors and scaffolding platforms, water should be sprayed to suppress dust, and sealed barrels or containers should be used for removal. It is forbidden to throw or burn all kinds of wastes into the air.

3. Strengthen the management of dust prevention and control in construction sites. The floors of main entrances and exits, main roads, material processing areas, stacking areas, living areas and office areas of the construction site should be hardened according to regulations, and other exposed sites should be covered, solidified, watered and afforested. Construction earthwork, engineering muck, etc. It shall be removed in time, and measures such as sealing dustproof net shall be taken for temporary centralized stacking on site. For the construction land that cannot be started temporarily, the construction unit shall cover the exposed ground. If it cannot be started for more than 3 months, it should be afforested, paved or covered.

4. Strictly manage the building materials on the construction site. Building materials, components and tools on the construction site shall be classified and packed neatly according to the general layout. For the pile of materials that are easy to produce dust, measures such as sprinkling water on time to suppress dust and covering those that cannot be sprinkled should be taken. Fine-grained building materials that are easy to fly, such as cement, should be stored in warehouses or closed containers or covered, and it is strictly forbidden to place them in the open air; Dust-proof measures should be taken during handling. The remaining materials are recovered in time.

5. Improve the prevention and control measures of earthwork excavation blasting. When removing buildings, structures, earthwork excavation, earthwork backfilling and other operations that are easy to produce dust, dust reduction measures such as enclosure isolation, spraying and spraying must be taken. In case of severe weather, such as wind power above level 5 or serious air pollution, it is forbidden to carry out earthwork excavation, earthwork backfilling, demolition and other operations that may produce dust.

6. Strengthen the prevention and control measures of municipal engineering dust. Municipal infrastructure projects should set fixed or movable enclosed enclosures and warning signs according to the site conditions, regularly sprinkle water to reduce dust, and regularly clean the drainage system. Construction mud should be stored in a closed container and not discharged into municipal pipelines. Construction vehicles should be equipped with washing equipment.

7. Strengthen the control of muck and urban construction waste transportation, ready-mixed concrete production and transportation. The mixing station should take measures such as covering, sealing, sprinkling water (spraying) and dust reduction. Effectively control dust pollution caused by stacking, loading and unloading, transportation and mixing. The production of mixing station should be closed and dust-proof measures should be taken. The entrance and exit of the mixing station should be equipped with a car washing platform and washing facilities. Concrete, muck and urban garbage transport vehicles shall take anti-leakage measures to avoid dripping, spilling and leakage during transportation.

(three) the implementation of construction dust prevention and emergency measures.

(3) Summarize the acceptance stage.

(4) Strengthen the application of evaluation results.
