Today, we stand at the starting point of the Eleventh Five-Year Plan. Looking back on the past five years, the track of meteorological cause is still exciting.
The tenth five-year plan is a crucial period for the development of China's meteorological cause. This "key" is first highlighted in the exploration, conciseness and promotion of the overall strategy, which has played a wonderful prelude and movement for the meteorological cause and scientific and technological development in the Tenth Five-Year Plan. During this period, China Meteorological Bureau, led by Scientific Outlook on Development, first put forward three strategies of "expanding fields, rejuvenating meteorology through science and technology and strengthening the bureau through talents", which effectively promoted the development of the cause, and then started the largest strategic research work in the history of meteorological development in China in 2004, which lasted for more than a year and achieved significant research results.

Because with the continuous progress of meteorological science and technology, the world's understanding of the weather has expanded to the five circles of the climate system and their interactions, and the meteorological business has also expanded from the traditional weather forecast to the fields of climate prediction, climate change prediction, atmospheric composition monitoring and analysis, etc. The meteorological cause has penetrated into politics, economy, society, national security, environmental diplomacy and sustainable development, and is playing an increasingly important role. Therefore, from the perspective of national interests and the development of China's meteorological cause, we should plan China's meteorological cause in a unified way and further understand its true connotation. Standing on the height of building a well-off society in an all-round way and establishing and implementing Scientific Outlook on Development, re-examine the demand of economic and social development for meteorology; Standing at the forefront of the world's scientific and technological development and at the height of economic and technological globalization, it has become an urgent and realistic task to determine the strategic objectives and main tasks of China's meteorological development in the next 20 years, and it has also become the driving force of strategic research.
The strategic research results are closely linked with the national long-term scientific and technological development planning and other national strategies, and put forward the strategic idea of "adhering to the development direction of public meteorology, vigorously improving the ability of meteorological information to ensure national security, and vigorously improving the ability of meteorological resources to support sustainable development" and the development concept of "public meteorology, safety meteorology and resource meteorology", which shows the big pattern of "big meteorology"
At the beginning of the new year, the State Council issued "Several Opinions on Further Accelerating the Development of Meteorological Undertakings" (hereinafter referred to as "the State Council No.3 Document"), which further clarified the strategic positioning of China's meteorological undertakings as "science and technology and social basic public welfare undertakings" and emphasized the fundamental role of meteorological undertakings in national security and social progress, its realistic role in economic and social development and its forward-looking role in sustainable development. This is a summary and sublimation of strategic research results, and also puts forward higher requirements for the reform, innovation and development of China's meteorological cause.
It is these grand strategies based on development that push and lead the meteorological cause forward in the Tenth Five-Year Plan, with a more solid pace and a clearer direction. Mr. Ye Duzheng was awarded the "International Meteorological Organization Award" by the World Meteorological Organization (WMO) in 2003 and the highest national science and technology award in 2005. Since 1993, WMO Young Scientist Award has been awarded to young scientists in China for six times. With the support of the national key basic research plan, the national key scientific and technological research plan and the national natural science foundation, relevant research has been carried out around major weather and climate disasters in China, urban atmospheric environmental pollution problems and numerical forecasting techniques, including the theory and prediction of climate change in East Asia, the interaction between climate and ecosystem, greenhouse gas emissions and carbon and nitrogen exchange between the earth and the atmosphere, short-term climate forecasting system, numerical simulation and prediction of air pollution, theory and technology of mesosphere detection, and theory of weather process dynamics. China Meteorological Bureau is one of the first reform departments of public welfare scientific research institutes initiated by the Ministry of Science and Technology during the Tenth Five-Year Plan period. China Meteorological Bureau has determined the key points of recent reform: developing eight business systems, including weather, climate, climate change, ecology and agrometeorology, atmospheric composition, weather modification, space weather and lightning, and striving to establish a "multi-track, intensive, research-oriented and open" business technology system with advanced functions and optimized structure that basically meets the needs of the country within three to five years. -A new generation of numerical prediction system in China has been successfully developed. China Meteorological Bureau has established China Meteorological Numerical Forecast Innovation Base. Through joint research, a series of research results have been obtained, such as global medium-term forecast model, regional mesoscale forecast model, data variational assimilation system, and super-urban agglomeration fine numerical forecast demonstration system, which have reached the international advanced level.
-Independent research and development of Fengyun-2 meteorological satellite series products with independent intellectual property rights in China, especially Fengyun-2 ground application system, reflects the scientific and technological development level of China's meteorological satellites, solves the world problem of geostationary meteorological satellite positioning, realizes the integration of meteorological satellite space-earth system and "large-scale operation control" and reaches the international advanced level. At present, Fengyun-2 meteorological satellite is listed in the global operational meteorological satellite sequence by the World Meteorological Organization and plays an important role in the international Earth observation satellite system network.

From 200 1 to 65438+February, with the support of the Ministry of Science and Technology, China Meteorological Bureau took the lead in launching meteorological scientific data sharing, which promoted and demonstrated the long-standing "data barrier" in China. A nationwide distributed data sharing network service system was initially established, including 1 national main platform and 6 provincial sub-platforms, which provided high-quality meteorological basic data sharing services for 46 key national science and technology projects, 126 key national natural science foundation projects, 27 "863" projects, 37 knowledge innovation projects of Chinese Academy of Sciences and 87 key national basic research and development planning projects.
