Measures of Qingdao Municipality on the Administration of the Release and Dissemination of Meteorological Disaster Warning Signals

Article 1 In order to standardize the release and dissemination of meteorological disaster warning signals (hereinafter referred to as warning signals), avoid and reduce losses caused by meteorological disasters, and ensure the safety of people's lives and property, these Measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), the Regulations on Meteorological Disaster Prevention and other relevant laws and regulations. Article 2 The term "early warning signal" as mentioned in these Measures refers to the meteorological disaster early warning information released to the public by the meteorological offices and stations subordinate to the competent meteorological departments.

The warning signal consists of name, icon, standard and defense guide. Article 3 These Measures shall apply to the release and dissemination of early warning signals within the administrative area of this Municipality. Article 4 The warning signals of this Municipality are divided into gale, fog, rainstorm, lightning, typhoon, high temperature, hail, frost, road icing, blizzard, cold wave, drought, haze and sandstorm.

According to the degree of harm, urgency and development trend that meteorological disasters may cause, the levels of early warning signals are usually divided into IV (general), III (heavier), II (severe) and I (particularly serious), which are indicated by blue, yellow, orange and red in turn and marked in Chinese and English. Fifth city and county-level city meteorological authorities responsible for the administrative area of early warning signal release, update, release and dissemination of management.

Departments in charge of radio and television, communications and other management and emergency management institutions shall, according to their respective responsibilities, do a good job in the organization and dissemination of early warning signals. Article 6 People's governments at all levels shall strengthen the infrastructure construction for the release and dissemination of early warning signals, smooth the channels for the dissemination of early warning signals, and expand the coverage of early warning signals. Seventh municipal competent meteorological departments shall, in accordance with the relevant provisions of the state, formulate guidelines for the prevention of meteorological disasters, and publish them to the public for implementation. Article 8 Meteorological offices and stations subordinate to the competent meteorological departments of cities and counties shall issue early warning signals to the society in accordance with their responsibilities, and no other organization or individual may issue them.

Meteorological offices and stations shall issue early warning signals to the public through radio, television, newspapers, short message publishing platforms and outdoor electronic display devices.

Disseminating early warning signals to the public should be timely, accurate and free. Article 9 When meteorological stations determine that meteorological disasters will occur after monitoring and forecasting, they shall immediately report to the people's government at the corresponding level, notify relevant departments, and notify radio, television, newspapers, telecommunications and units equipped with outdoor electronic display devices (hereinafter referred to as the media).

When a variety of meteorological disasters may occur, the meteorological observatory can simultaneously issue a variety of early warning signals. Article 10 After receiving the early warning signal issued by the Meteorological Observatory, the emergency management agencies of the people's governments at all levels shall report to the leading bodies in time according to the requirements of the meteorological disaster emergency plan, make a decision to start the emergency response at the same level, and report to the people's government at the next higher level in time.

Public security, maritime affairs, safety supervision, land and resources housing management, urban and rural construction, agriculture, marine and fishery, water conservancy, transportation, tourism, education, municipal utilities and other departments shall promptly notify their subordinate departments and units to do a good job in meteorological disaster prevention after receiving the early warning signal notice issued by meteorological stations. Eleventh media should establish a fast, stable and effective way to receive early warning signals, and determine the specialized agencies or liaison personnel responsible for receiving early warning information provided by meteorological stations. Twelfth media after receiving the early warning signal information provided by meteorological stations, it should be released to the public in a timely and accurate manner. For orange and red warning signal, radio, television and telecommunications should be broadcast within 15 minutes; In red warning signal, strong winds, heavy rains, thunder and lightning, typhoons, hail and snowstorms should immediately interrupt radio and television.

Radio, television and electronic display devices should scroll orange and red warning signal. Thirteenth airports, ports, stations, highways, tourist attractions and other places of management units should use electronic display devices and other effective facilities to spread early warning signals. Fourteenth enterprises, institutions and village (neighborhood) committees shall, after learning the early warning signal issued by the meteorological observatory, do a good job in meteorological disaster prevention in time. Fifteenth media shall not have the following acts:

(a) refused to spread early warning signals;

(2) Delaying the spread of early warning signals;

(3) Altering or deleting the contents of early warning signals;

(four) the dissemination of false, outdated and early warning signals provided by meteorological stations affiliated to non-competent meteorological departments. Sixteenth meteorological offices and stations shall update or cancel the early warning signal in time when it is determined by monitoring and forecasting that the weather that produces meteorological disasters has changed or is about to change. Seventeenth competent meteorological departments at all levels and publicity and education departments should strengthen the publicity of popular science knowledge of meteorological disaster prevention, organize various forms of publicity and education activities, and enhance the public's understanding and application ability of early warning signals and defense guidelines. Eighteenth any organization or individual shall not occupy, damage or move the special transmission facilities for early warning signals without authorization, and shall not occupy the radio frequency for transmitting early warning signals. Nineteenth meteorological staff dereliction of duty, resulting in the early warning signal is not released in time or there are major mistakes in the release, the directly responsible personnel and the relevant competent personnel shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law. Twentieth media in violation of the provisions of article fifteenth of these measures, the competent meteorological department shall order it to make corrections, give a warning, and may impose a fine of more than 5 thousand yuan but less than 20 thousand yuan; If the circumstances are serious, a fine of not less than twenty thousand yuan but not more than fifty thousand yuan may be imposed; If it constitutes a violation of public security administration, it shall be punished by the public security organ according to law.
