According to the Notice of Taiyuan Leading Group for Improving the Environmental Quality of Provincial Capital on Adjusting the Warning Level of Heavy Pollution Weather (Huangaiban [2020] No.6) and the Emergency Plan for Heavy Pollution Weather in Taiyuan City, with the approval of emergency headquarters, it was decided to upgrade the warning level of heavy pollution weather, and the warning level was upgraded from orange to red. At the same time, the red (first-class) response of emergency plan for heavy polluted weather was launched (1.08). In order to cope with heavy air pollution and ensure public health, the municipal government decided to take temporary traffic management measures for motor vehicles (including vehicles with temporary license plates) driving on roads within the administrative area of this Municipality. The relevant matters are hereby notified as follows:

First, time limit:

00: 00 on October 8, 2020/kloc-0 to 24: 00 on October 8, 2020/kloc-0.

Second, the restricted area:

East Ring Section of Ring Expressway, west of Yu Tai Road (Wusu Expressway to Jinzhong Section), south of North Ring Section of Ring Expressway, west ring section of Ring Expressway, east of Yin Qing Expressway (Luocheng to Qingxu Section of Taiyuan), within the road range of Xiaoniu Line and Yugu Road (excluding the above roads).

Third, restrictions:

All motor vehicles (including non-local vehicles) driving on roads in restricted areas shall be subject to tail number restriction management (the last digit shall prevail if the tail number is in English letters), with one-day traffic and two-day traffic. Details are as follows:

From 0: 00 on the 8th to 24: 00 on the 8th: even traffic;

From 0: 00 on the 9th to 24: 00 on the 9th: single number flow;

0 o'clock on 10 to 24 o'clock on 10: even flow.

4. The following motor vehicles are not subject to restriction management: buses, taxis, long-distance buses (including tourist buses), school buses approved by the public security traffic management department, and large and medium-sized commuter buses; Standard police cars, standard law enforcement vehicles, fire engines, ambulances and wreckers performing tasks; Special operation vehicles for sanitation, gardens and road maintenance, special vehicles for funeral and burial, new energy license plate vehicles.

The above vehicles are medium and heavy trucks and special operation vehicles, and they must apply for a "restricted area pass" before they can pass.

5. Free ride for all buses in the city: during the restricted period, all buses in the city are free to ride (except Taiyuan-Jinzhong intercity bus line); Advocate "civilized transportation and green travel" and encourage citizens to choose green travel modes such as "bus, bicycle and foot".

Other management regulations of intransitive verbs: during the traffic restriction period, the regulation measures of traffic restriction in some sections of Binhe East Road and Binhe West Road during peak hours will be suspended; Other traffic management measures are still valid, and the traffic management department of the public security organ will deal with motor vehicles that violate the regulations according to law.
