Xuzhou Quanshan Forest Park is located in the South Third Ring Road of Xuzhou City. It is the core scenic spot of Xuzhou Huancheng National Forest Park approved by the Ministry of Forestry 1992. The construction of scenic spots follows the purpose of "from nature and returning to nature". After more than ten years of construction and development, the scenic spot has begun to take shape, and has been established as a provincial nature reserve, a civilized demonstration scenic spot in Jiangsu Province, a municipal environmental education base and a municipal popular science education activity base, and has been selected as the new eight scenic spots in Xuzhou City.

Quanshan, located in the southern suburb of Xuzhou, consists of five peaks, also known as "Five Old Peaks", which is the first mountain in Pengcheng. Quanshan Formation was formed in Xuhuai 'ao fold belt in the south of Paleozoic ancient land in North China 1 100 million years ago. The exposed strata include limestone, shale and Quaternary overburden. Neotectonic movement began at the end of Tertiary, and it mainly rose slowly for a long time. After phased erosion and denudation, it formed the undulating limestone residual hills on the Huaihai Plain today. The terrain of Quanshan Mountain is horseshoe-shaped. The upper part of the mountain is mainly limestone, and the lower part is sand shale. The highest peak is Dongquan Mountain, 235 meters above sea level. After liberation, after nearly 50 years of afforestation, a simple forest of Platycladus orientalis and coniferous forest was finally successfully built on bare rocks and bare hills, with a forest coverage rate of 95%, forming today's Quanshan Forest Park.
