Measures of Ningbo Municipality on the Administration of the Release and Dissemination of Meteorological Disaster Warning Signals (revised 20 19)

Article 1 In order to standardize the release and dissemination of meteorological disaster warning signals in this Municipality, effectively prevent and mitigate meteorological disasters, and protect the safety of people's lives and property, these Measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), the Regulations on the Prevention of Meteorological Disasters in Zhejiang Province, the Regulations on the Prevention of Meteorological Disasters in Ningbo City and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the release and dissemination of meteorological disaster warning signals within the administrative area of this Municipality. Article 3 The term "meteorological disaster early warning signal" as mentioned in these Measures refers to the early warning information released to the society by the meteorological offices and stations subordinate to the competent meteorological departments of cities, districts and counties (cities).

Meteorological disaster warning signals include typhoon, gale, rainstorm, blizzard, cold wave, low temperature, frost, road icing, hail, high temperature, drought, lightning, fog and haze, which are divided into four levels according to the possible harm degree, urgency and development trend of meteorological disasters, and are marked with blue, yellow, orange and red respectively. Fourth city, county (city) meteorological authorities responsible for the administrative area of meteorological disaster warning signal release and dissemination management. Article 5 Early warning signals of meteorological disasters shall be issued within China. County (city) Meteorological Observatory is responsible for issuing meteorological disaster warning signals within its administrative area; Jiangbei District, where there is no meteorological station, is responsible for issuing meteorological disaster warning signals within its administrative area by the Municipal Meteorological Observatory.

Organizations and individuals other than meteorological stations shall not release meteorological disaster warning signals and similar signals confused with them to the society. Article 6 Meteorological offices and stations shall promptly report meteorological disaster warning information to the people's governments at the corresponding levels and relevant departments such as disaster prevention and rescue; City, county (city) people's government and disaster prevention, rescue and other relevant departments shall, after receiving the meteorological disaster warning information, carry out emergency response work according to their respective responsibilities. Article 7 This Municipality shall establish authoritative media communication channels for meteorological disaster early warning signals.

As the municipal authoritative media, Ningbo TV News Integrated Channel, Ningbo Radio News Network and Emergency Network, Ningbo Client, Ningju Client, China ningbo net, Ningbo Weather Network, Ningbo Weather WeChat Official Account, Weibo and China Weather Channel (Ningbo Emergency) undertake the dissemination of meteorological disaster early warning signals within the administrative area of this Municipality. The competent meteorological departments of all districts and counties (cities) may, according to the actual needs of work, determine other media as authoritative media in conjunction with the local news and propaganda departments to undertake the task of disseminating meteorological disaster early warning signals within their respective administrative areas.

The authoritative media responsible for issuing meteorological disaster warning signals shall broadcast them within 15 minutes after receiving the meteorological disaster warning signals provided by meteorological stations. Article 8 Various media and communication enterprises shall establish an acquisition mechanism for meteorological disaster early warning signals with local meteorological stations, and disseminate meteorological disaster early warning signals accurately, timely and free of charge. Article 9 When all kinds of media broadcast meteorological disaster warning signals, they should ensure that the patterns are clear, the broadcast positions of icons are relatively fixed, and the names, meanings and emergency defense guidelines of warning signals are completely broadcast.

Radio and television broadcasting meteorological disaster warning signals shall comply with the following provisions in addition to the requirements specified in the preceding paragraph:

(a) the frequency of broadcasting blue and yellow warning signals, voice prompts and text messages is not less than 2 times per hour;

(two) the frequency of voice prompt and text information broadcast of orange warning signal is not less than 4 times per hour;

(three) the frequency of broadcasting red warning signal voice prompts and short messages is not less than 6 times per hour;

(four) the early warning signal icon should be continuously displayed on the TV screen and updated in time until the early warning signal is lifted. Tenth Township People's governments and sub-district offices shall, after receiving the early warning signals of meteorological disasters issued by meteorological stations, timely spread them to the public in their respective areas through electronic display devices and early warning speakers.

The village (neighborhood) committees shall assist the township people's governments and sub-district offices in the dissemination of meteorological disaster warning signals.

The management units of airports, ports, railway stations, scenic spots, schools, hospitals, shopping malls, cultural stadiums (gymnasiums), hotels, restaurants and other public places and other crowded places shall broadcast meteorological disaster warning signals and emergency prevention guidelines to the public in a timely manner through electronic display devices and broadcasting. Eleventh when the meteorological observatory issued a red or orange meteorological disaster warning signal, the administrative department of urban lighting can use part of the landscape lighting facilities in the core area of the city to broadcast; Encourage the management units of other buildings in the core area of the city to use landscape lighting, electronic display devices and other facilities to broadcast synchronously.

Encourage the county (city) people's government to build meteorological disaster early warning information dissemination facilities with regional characteristics and broadcast meteorological disaster early warning signals. Twelfth competent meteorological departments shall organize the publication of meteorological disaster warning signal brochures to publicize the knowledge of early warning signals; Relevant departments should publicize and popularize meteorological disaster prevention knowledge and enhance public awareness of disaster prevention and mitigation.

Citizens should pay attention to the early warning signals of meteorological disasters, learn the knowledge of meteorological disaster prevention, and enhance the awareness of meteorological disaster prevention and the ability of self-help and mutual assistance.
